Position Overview
The Office of Fiscal Services is seeking to hire a dynamic, organized, detail oriented Certified Public Accountant to prepare and review the agency’s GAAP (Generally Accepted Accounting Principles) reporting and perform financial audit related tasks and serve as the Bureau Chief of the General Accounting Bureau. The position will be responsible for preparing and reviewing GAAP packages for the agency and responses to internal and external audit requests. The position will also be responsible for generating and approving journal entries, establishing appropriation lines, and generating numerous financial reports for the Office of Fiscal Services.
Essential Functions

Serves as Bureau Chief of the General Accounting Bureau.

Serves as full-line supervisor.

Coordinates and prepares Departmental GAAP reports and financial statements.

Serves as a main contact with external auditors, coordinates and resolves DHS department-wide financial issues; ensures correct information is provided and answers questions/concerns from auditors with amounts reported.

Coordinates and serves as liaison with the Comptroller’s Office including other state and federal agencies in order to resolve problems occurring in the planning and implementation of major financial and accounting projects and systems.

Conducts analytical studies and research on current financial and accounting issues and problems of relevance to the Department; conducts studies and makes recommendations for revisions to State statutes; proposes rules and policies and provides interpretative papers of financial and accounting policies promulgated by other State agencies which affect the Department.

Performs other duties as assigned or required which are reasonable within the scope of duties enumerated above.
Minimum Qualifications

Requires the knowledge, skill, and mental development equivalent to the completion of four (4) years of college with course work in business, fiscal, or accounting.

Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private business organization.
