Division/Program Summary Description: The Mental Hygiene Division of the New York City Health Department is responsible for policy, programs, and providing oversight related to mental health; alcohol and drug use; developmental delays and disabilities; and early intervention services. The work of the Division is informed by the goals of improving clinical and rehabilitative services; integrating mental health, substance use, and primary care; promoting healthy childhood development; reducing racial/ethnic and socioeconomic health inequalities; and promoting recovery.

Position Summary: The Office of Contracts is responsible for the Division of Mental Hygiene's management of contracting activities related to over 500 mental hygiene human service contracts and other agreements throughout the City of New York and is responsible for payments and verification of claims submitted by these contracted entities.

Job Duties and Responsibilities:
- Analyze the financial management of mental hygiene contracts.
- Collaborate with program staff to review and approve renewal, annual and startup/prorated budgets, equipment purchases, budget modifications and other contract changes.
- Provide frequent analysis of agency performance, including PS and OTPS spending, revenue projection and revenue collection (Medicaid, third party insurance self-pay etc.)
- Prepare special reports.
- Process contract amendments and other contract actions.
- Participate in contract initiation/negotiation meetings.
- Handle requests from providers and provide recommendations.
- Provide technical assistance to program staff and contract providers. Act as the primary NYC Health Department contact for Mental Hygiene budget related issues.
- Participate in any special projects as assigned.

Preferred Skills:
- Intermediate to Advanced Excel skills
- Strong analytical, communication and organizational skills
- Experience in government contracting, budgeting, accounting, and/or financial management
- Ability to multitask and work in a fast-paced environment
- Excellent customer service skills
- Experience navigating financial systems
- Advanced proficiency in Microsoft Excel and Word
