Job Duties:

The Department for Aging and Rehabilitative Services (DARS) Finance Division supports the Agency’s mission by providing quality financial management through Budget, Grants, Accounts Payable, Accounts Receivable, General Accounting, Financial Reporting, Payroll and Compliance services for DARS and the Disability Service Agencies (DSAs). Finance services are delivered while being good stewards of the taxpayer’s dollars entrusted to DARS and the DSAs and in accordance with policies, procedures, and regulations.

We are seeking a General Accounting & Financial Reporting Manager to:

 

  1. Manage the operation of the General Accounting and Financial Reporting unit.
  2. Manages all revenue/cash receipting and deposit functions to ensure that receipts are accurately recorded and deposited in a timely manner in accordance with agency, state and federal policies and procedures. 
  3. Manages accounts receivable functions to ensure that agency receivables are accurately processed and reported (Quarterly Accounts Receivable Report) and ensure collections efforts for outstanding invoices are completed in a timely, effective, and efficient manner in accordance with agency, state, and federal requirements. 
  4. Manages fixed assets and lease accounting functions and coordinates the annual inventory of the DSAs in accordance with accordance with agency, state and federal policies and procedures. 
  5. Ensures journal entries are approved timely and in accordance with agency, state and federal policies and procedures Assists team with preparing and reviewing year-end Comprehensive Annual Financial Report (CAFR) attachments and schedules. 
  6. Provides ongoing attention to the development and maintenance of adequate internal controls.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience:

  • Considerable knowledge of fiscal and accounting activities and their adaptability to agency, state and federal guidelines concerning accounting and finance operations. 
  • Considerable knowledge of general/state accounting policies, procedures and systems, accounts receivable, revenue/cash management, general ledger, and fixed assets functions.
  • Working knowledge of Generally Accepted Accounting Principles with the demonstrated ability to implement them to a variety of agency finance needs.
  • Experience working in an automated environment.
  • Supervisory Experience.


Skills/Abilities:

  • Skilled in the use of Oracle (or similar financial software database). 
  • Microsoft 365 - Proficient with Excel (pivot tables, vlookups, macros, etc.) for efficiency in extracting data, data manipulation, and analyzing data.
  • Demonstrated ability to manage multiple functions, to analyze/interpret and apply financial regulations, accounting methods, policies, and procedures; to meet deadlines; to analyze and solve complex problems; to prepare complex spreadsheets, financial reports and statements; and to work in an automated environment.
  • Ability to effectively communicate orally and written.
  • Ability to assist agency personnel in resolution of accounting/finance related questions.
  • Ability to supervise, train and cross-train staff.
