Job Description

Basic Purpose

Positions in this job family are assigned responsibilities involving professional level work in managing, coordinating or directing comprehensive or specialized operating programs, providing customer support services in various business launch and growth areas, interacting with entrepreneurs, manufacturers and advanced technology companies to help them determine needs for success and growth followed by the development and delivery of roadmaps outlining how and when to best connect solutions to customer needs. This includes serving as an operating program manager with assigned program responsibilities, coordination, promotion, and improvement of programs, providing services in the areas of formulating operating procedures for agency programs and support services and preparation of budgets for annual operation of programs and support services.  Reporting lessons learned and observed best practices to agency management and staff for the purpose of ensuring continuous program and support service improvement based on practical observations and client input

Typical Functions

  • Develops, implements and manages a plan to provide technical and limited financial assistance to individual entrepreneurs, manufacturers and high-tech companies in western and central Oklahoma through application of OCAST programs and support services to accomplish the basic goals and mission of the agency as demonstrated in the achievement of assigned metrics and through customer feedback.
  • Develops, implements and maintains partnerships and coalitions in support of the agency’s mission, goals and program needs, specifically in support of customers in western and central Oklahoma.
  • Works with OCAST partner organizations to develop and deliver workshops and training events across all agency programs and support services to returning clients and potential new customers in western and central areas of the State.
  • Works with agency staff, partners, companies and resource providers to match customer needs to solutions, directly or by referral.
  • Collaborates with OCAST Financial Division and Office of Science and Innovation, to prepare administrative, statistical and/or fiscal documents pertaining to programs and support services activity in western and central Oklahoma.
  • Advises on future resource requirements, priorities for assigned programs and support services; estimates timetables for accomplishing assigned activities; provides advice on development of policies, rules, and statutes consistent with state and federal laws pertaining to the administration of assigned responsibilities.
  • Drafts policies and procedures and helps develop contract or grant proposals to support agency goals and its mission.

At this level employees are assigned responsibilities involving the direction and oversight of a major program(s), unit or function which is of moderate size and scope or perform professional level work involving program administration, development, coordination, or implementation with responsibility for assigned programs which may be large in size and scope. Responsibilities may include serving as an operating program manager assigned program responsibilities, performing functions in the areas of program management and development, providing guidance for operations and services, performing program planning, development and evaluation activities, and organizing and coordinating program services and activities. Incumbents will be expected to perform assigned duties at all levels of complexity and will provide guidance, supervision and training to returning and new customers as well as interested residents in western and central Oklahoma.
