We are seeking to hire candidates for our Director Of Transportation-Railroad (6004).

Salary Range: $104,000.00-$130,000.00       

OVERALL DESCRIPTION

Plan and direct operational and administrative activities relating to transportation services and personnel of the district or service supervision. Coordinate all activities involving staff development and service quality with internal as well as external agencies. Responsible for programs and activities to achieve optimum use of facilities, equipment and staffing in providing safe, reliable and efficient transportation services.

Railroad Control Center

Responsible for planning, controlling, directing and staffing activities related to the dispatching and administrative functions of SEPTA's Railroad Control Center. 

SPECIFIC RESPONSIBILITIES

Railroad Control Center

  1. Directs the activities of Regional Rail Control Center personnel and ensures that all operating rules, standard and emergency operating procedures, and policies of the Control Center and the Authority are followed.
  2. Develop and implement policies and procedures and use all available data to maintain and improve SEPTA's transit service performance.
  3.  Develops and implements procedures to maintain and improve service reliability on dispatched lines.
  4. Ensure communications to customers is timely during service disruption or other incidents that impact service to ensure a well-informed. 
  5. Coordinates across all modes within the Control Center, Service Planning, Rail and/or Automotive Equipment Maintenance, Engineering, Maintenance & Construction to ensure the required level of service is maintained.
  6. Coordinates track outages for planned maintenance and/or re-construction with minimal impact to ridership as is practicable.
  7. Coordinates activities during emergencies and service disruptions using the Incident Command System and recommends and implements necessary changes to service.
  8. Develops and implements programs to improve roadway-worker safety.
  9. Ensures all notifications required are properly communicated for routine and emergency incidents.
  10. Coordinates planned track outages and work zones for planned maintenance and/or re construction with minimal impact to ridership as is practicable.
  11. Ensures authorized manpower needed to staff the Control Center is maintained and that each employee is qualified receives ongoing refresher training and maintains qualifications. 
  12. Ensures new Control Center Managers appropriately progress through training to full qualification within the required timeframe.
  13. Submit annual performance reports and in accordance with the Control Center's Performance Evaluation Program monitors performance along with administering appropriate coaching/mentoring/disciplinary measures when needed.
  14. Manages the reporting system to document occurrences involving service delays, passenger incidents, equipment failures and defects. 
  15. Reviews and approves reports related to service delivery. 
  16. Manages Control Center Managers time and attendance as well as monitoring and controlling sick, injuredon-duty, and overtime rates. 
  17. Ensures "Back-up Control Center" is in a "state of readiness" for continued operations in the event Control Center is non-functional.
  18. Coordinates with IT and EM&C to ensure reliability of systems utilized in the dispatching function.
  19. Performs other duties as required 

QUALIFICATIONS AND EXPERIENCE

Railroad Control Center

  • Bachelor's Degree and eight (8) years experience in rail transportation required, which includes a minimum of two (2) years experience in an Assistant or Deputy Director capacity within operations.
