Kentro is hiring an HR Executive Resources Lead.
Responsibilities:
- Serve as USAID’s principal advisor on matters related to SES RIF planning, execution, and documentation.
- Coordinate the SES reduction in force process, including policy interpretation, workforce impact assessment, and communication with stakeholders.
- Lead agency-wide planning and implementation of procedures related to the offboarding of Presidential appointees and other political personnel.
- Maintain compliance with Executive Orders, OPM guidance, and internal HR policies throughout all SES and political personnel transitions.
- Draft and implement offboarding SOPs and checklists for political appointees, ensuring comprehensive clearance and debriefing processes.
- Advise senior officials and coordinate with the White House Liaison Office on transition-related matters.
- Track and report SES and political personnel changes, providing updates to senior leadership and responding to requests from external oversight bodies.
- Maintain confidentiality and discretion in handling personnel data and transition documentation.
- Develop or refine policies and internal controls to manage executive transitions with efficiency and transparency.
- Identify risks and recommend strategies to mitigate operational disruptions or compliance issues related to leadership transitions.
Location: Remote, must be willing and able to be on-site in VA on a regular basis
Requirements
- Bachelor’s degree in Public Administration, Human Resources, Law or a related field is preferred.
- Minimum of seven (7) years of progressively responsible experience in federal HR or executive personnel management.
- Direct experience coordinating SES transitions, RIFs, or political appointee offboarding is strongly preferred.
- Proven track record managing sensitive or politically nuanced HR initiatives
- Strong interpersonal and communication skills with the ability to engage senior stakeholders diplomatically.
- Deep understanding of HR compliance, confidentiality, and executive transition protocols.
- Analytical, strategic thinking with attention to legal and reputational risk.
- Strong oral and written communication skills, including the ability to write clearly for multiple audiences.
- Proven ability to manage multiple priorities and meet deadlines.
- High emotional intelligence and tact in handling sensitive information and inquiries.
- Ability to work independently and as part of a team in a virtual environment.
Clearance Requirement:
- Must have active DOD Secret clearance.
