The International Monetary Fund (IMF) is looking to hire an experienced Senior Transportation Officer to join the Transportation Section of the General Services Division. This position is based in the IMF headquarters located in Washington DC. Under the direction and supervision of the Section Chief, the Senior Transportation Officer shall assume the responsibilities of a corporate travel manager and assist in the administration of the other services managed by the Section including, air/ sea freight shipments, and mail services.
About the Transportation Section
The Transportation Section is responsible for a number of services at the IMF. The travel unit manages all travel related services which include airline, rail, and hotel programs, oversees the appointed travel agency, and visa/ passport office. The shipping unit is responsible for the administration of the shipment of IMF property to overseas offices as well as the shipment and storage of household goods for staff upon appointment, repatriation, and overseas assignments.
Additionally, the Section is responsible for the travel payment credit card program as well as all aspects of mail services operation and especially the Diplomatic Pouch arrangement between the IMF’s headquarters and overseas offices.
The Section’s work program includes managing contracts and vendors, developing travel policies and procedures, integrating travel and shipping management information systems with internal IT infrastructure, employing appropriate technology to increase efficiency and enhance clients experience, as well as introducing and implementing new travel related solutions for managing all aspects of the IMF’s travel program.
Key Duties and Responsibilities
Travel Management and Operations:
Proactively initiate and contribute to the development and implementation of travel strategies and changes to policies and procedures.
Manage complex, multi-faceted projects and perform skillful analysis of Fund travel to identify and recommend opportunities for improvements in efficiency and cost effectiveness.
Analyze constant changes in the travel industry to determine and assess the impact of potential changes to the needs and requirements of the IMF travel program.
Available as a Point of Contact including a rotating 24-7 on call duty to assist Security and Human Resources in all aspects of duty of care during emergencies.
Contract and Vendor Management:
Monitor supplier performance against defined KPIs and identify areas of opportunity for improvement or adjustment.
Develop and implement resolutions to vendor related problems in the areas of service standards, contractual, and invoice terms.
Actively participate in RFP projects by developing SOW for relevant services and review bidders’ technical proposals. In collaboration with procurement, negotiate pricing and relevant business terms in contracts for the delivery of relevant services.
Communication and Client Engagement:
Develop and execute communication strategies to disseminate information about travel tools and procedures and promote their application across the institution.
Create forums to engage with departments and overseas reginal centers to assess satisfaction with services provided, validate any challenges, and propose action plan accordingly.
Technology and Data Management:
Develop meaningful reports of travel related data and statistics to analyze spend, identify trends, projections, and respond to inquiries from various stakeholders.
Evaluate and introduce appropriate travel technology enhancements and provide expert guidance on the benefit and selection of emerging technologies such as online booking tools and integrated expense systems.
Sustainability and Travel:
Identify and vet tools to support the sustainability group with meaningful travel data and carbon emission reports to inform decisions and policies necessary to promote and measure sustainable travel practices.
Represent the Section in working groups related to green initiatives by advising and educating colleagues on potential key matters related to sustainable travel practices.
Qualifications and Work Experience
For Grade A11, educational development, typically acquired by the completion of either an advanced degree in business administration or other relevant field of study supplemented by a minimum of four years of relevant work experience, or an undergraduate degree supplemented by a minimum of twelve years of relevant work experience, or equivalent, is required. Proven experience leading and negotiating the procurement of travel related services as well as managing vendors and contracts of outsourced services.
