For all IOM vacancies, applications from qualified and eligible first-tier candidates are considered before those of qualified and eligible second-tier candidates in the selection process.</p> <p>                                                                          <br/>For the purpose of this vacancy, the following are considered first-tier candidates:</p> <ol> <li>Internal candidates</li> <li>External female candidates:</li> <li>Candidates from the following non-represented member states:</li> </ol> <p>Antigua and Barbuda, Bahamas, Barbados, Comoros, Congo (the), Cook Islands, Federated States of Micronesia, Guinea-Bissau, Holy See, Iceland, Kiribati, Lao People's Democratic Republic, Madagascar, Marshall Islands, Namibia, Nauru, Palau, Saint Kitts and Nevis, Saint Lucia, Samoa, Sao Tome and Principe, Solomon Islands, Suriname, Tonga, Tuvalu, Vanuatu</p> <p>Second-tier candidates include:</p> <p><br/>All external candidates, except candidates from non-represented member states of IOM and female candidates.</p> <p><strong>Context:</strong></p> <p>Under the direct supervision of the Deputy Director, Department of Human Resources (DHR) and overall supervision of the Director, Department of Human Resources, the Senior Human Resources Officer (Organizational Design and Classification) will be responsible for the following duties:</p> <p><strong>Core Functions / Responsibilities:</strong></p><p>1. Provide advice on the development of office architectures (organizational frameworks), e.g., the typical composition (numbers and grades of positions) at Headquarters (HQ), in Regional and Country Offices depending on their size, sustainability, budget and complexity, in an effort to harmonize different architectures and introduce a consistent approach. Lead the implementation of new structures, including the development of new organizational charts.<br/>2. Create a knowledge and information management hub on organizational design and classification, including enhanced library of Terms of References (ToRs) and Post Descriptions (PDs), using innovative tools, including Artificial Intelligence.<br/>3. Coordinate with and advise Departments, Divisions and Offices on workforce planning, determining whether and when to create, abolish positions, or classify at different levels following changes in organizational priorities, with appropriate reporting lines and accountability, in close coordination with the Regional Offices, the Manila Administrative Centre (GSS/MHRO) and the Department of Financial and Administrative Management (DFAM).<br/>4. Establish a framework to enhance position management, in
