What You Will Do:
We are searching for a Program Manager to support a privacy-preserving record linkage (PPRL) effort at the National Institutes of Health (NIH). The person in this role will lead subtasks and is responsible for delivering successful, quality task outcomes. This role is responsible for critical areas of functionality and operational activities such as data security and linkage. This is a full-time, onsite position in Bethesda, MD.
Understand a wide array of technologies to effectively discuss and manage PPRL and automated matching matters.
Maintain clear and professional communication with team members and Program stakeholders.
Assemble and manage the subtask teams and their performance.
Lead efforts to assess, select and implement a software tool that will automate the PPRL processes.
Oversee the encryption key creation, data transfer processes and encryption key destruction activities.
Implement a secondary system to perform quality assurance (QA) tasks of the PPRL system, primarily monitor data quality, AI/ML performance, and compliance.
Develop and implement automated scoring and evaluation protocols.
What You Will Need:
Bachelor's degree in related field.
At least FOUR (4) years of experience as task lead to projects of comparable size and complexity and at least TWO (2) years of experience in areas of risk management, quality assurance or maintaining data security for Federal datasets.
Demonstrable knowledge of probabilistic and deterministic record linkage methodologies for linking records across datasets.
Demonstrable experience in evaluating linkage accuracy using statistical metrics.
Proficiency in developing and optimizing linkage algorithms.
Demonstrable knowledge of artificial intelligence (AI) and machine learning (ML) methods.
Possess current professional certifications commensurate with their duties such as a Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), GIAC Systems and Network Auditor (GSNA).
Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
What Would Be Nice To Have:
Familiarity with Federal contract management.
Strong communication skills.
Understanding statistical and data analysis techniques would be valuable.
Knowledge of the NH organization would be helpful.
