Obsidian Solutions Group (OSG) is seeking a Senior Special Operations Forces (SOF) Analyst - Exercise Planner Part-Time-On-Call (PTOC) to provide expertise to the External Elements (EXELMS) section of MSTP to support MEF/MEB-level exercise design, planning, and execution and to the Senior Analytics Group in the MAGTF Branch.
The mission of the MSTP is to: Train and Educate Marine Expeditionary Force (MEF) and Marine Expeditionary Brigades (MEB) Command Elements to conduct operations across the range of military operations, within the context of a Joint, Combined, or Coalition environment.
Essential Duties and Responsibilities
- Research operational concepts, & plans; conduct analysis of SOF processes; determine information exchange requirements and requirements for joint subject matter expertise to support training.
- Support all phases of the Joint Exercise Life Cycle (JELC) to enable full-spectrum SOF/Conventional Force Integration, Interoperability, and Interdependence (SOF/CF I3).
- Plan for the conduct SOF/CF I3 at the tactical and operational levels, have doctrinally appropriate SOF Command and Control (C2) understanding, access SOF planners to create relevant joint SOF scenarios and exercise products to successfully integrate SOF/CF I3, and coordinate access to SOF organizations to integrate Theater Special Operations Command (TSOC) plans and concepts into academic sessions.
- Coach and mentor the training audience up to the O-6 MEF Assistant Chief of Staff level.
- Produce exercise planning products to include COCOM/JTF/MEF-level operation orders incorporating SOF. Directly engage MEF/MEB level training audiences to capture training objectives and ensure their incorporation into the exercise scenario.
- Lead the development of scripted, scenario-based, Force/Joint level Fires events as part of the Master Scenario Events List (MSEL) designed to generate training audience activity.
- Lead SOF Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training; must be able to translate training objectives into observable and measurable SOF training activities.
- Advise active-duty and reserve officers at a simulated Higher and Adjacent Headquarters (H&AH) on the execution of planned exercise events to ensure all training objectives are met.
- Support extended work hours in support of 12 to 24-hour continuous operations during events.
- Perform role of an event Observer, Trainer, Collector (OTC) when required.
- Conduct SOF tactical and operational planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations.
- Perform research of existing and emerging operational concepts; plans and conducts analysis of data.
- Plan and prepare lesson plans and seminars, provide instruction and event analysis on SOF capabilities, operations, and integration with Marine Corps and joint/combined operations and doctrine to Field Grade and General Officers.
- Conduct reviews and structured walk-throughs of events, operation orders and plans, and information collection requirements.
- Review orders, briefs, and documents to support event exercise design, scenario development and higher and adjacent headquarters functions.
- Review and provide comments on Marine Corps and joint doctrine documents, best practices, and tactics, techniques and procedures not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).
Requirements
- 10+ years of operational experience in deployment and employment of SOF in a Joint/Combined environment.
- 8+ years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level in operational force employment experience.
- Senior staff planning experience in SOF integration into the Joint Operations Planning Process and/or the Marine Corps Planning Process at a JTF, MEF, MEB, or Division staff.
- Background at varying echelons of command and experience integrating SOF capabilities into JTF or Combatant Command operations.
- Possess detailed and functional knowledge of SOF planning processes required to inform the Marine Corps and Joint/Combined Planning Process.
- Knowledgeable of Special Operations Command (SOCOM), Joint, and Marine Corps doctrine related to SOF.
- Experience writing orders IAW CJCSM 3130.03A, 4 February 2019, Planning and Execution Formats and Guidance and NATO Order format.
