The Construction Engineering Group is seeking a Site Construction Engineer (SCE) to support the APEX program. The APEX program is a Mission System Integration (MSI) level system-of-systems, development, procurement, deployment, support and sustainment program involving the following technologies and capabilities: Command and Control, ISR, IT, Telecommunications, Physical Infrastructure, Organizational Development, Logistics, Training, Systems Engineering, Integration Test and Simulations and has a 2-year development and deployment period of performance followed by a 1-year support/operations phase. The infrastructure for APEX consists of a series of Satellite Communication ground stations in various locations both CONUS and OCONUS.
Raytheon is engaged in the APEX-2 Project located in California and requires a full time SCE to be present during all phases of the construction and Site Acceptance Testing. The high-level components of this installation include:
Construction of the ground terminal facility Install and integrate antennas and radomes Implement supporting infrastructure, using industry-leading technologies, to provide on-site and off-site customer capabilities to perform its mission
This unaccompanied position will require relocating for approximately 24 months to Camp Roberts National Guard Base near San Miguel, CA with additional compensation under the terms of a Long-Term Assignment Memorandum of Understanding (LTIA MOU).
What You Will Do
- As a Site Construction Engineer (SCE), you will be responsible to oversee the civil works construction requirements and team with other engineering resources to complete the physical Site Acceptance Test (SAT) which is required at the end of construction prior to equipment installation.
- Provide support and assistance as needed for every phase of program to assure on-schedule completion within budget and in accordance with contractual obligations.
- Report on a daily and weekly basis to the Raytheon Program office, functional leadership, Customer, and Host representatives to a number of construction and schedule related issues.
- Review and approve produce and material submittals in coordination with Raytheon staff engineering team in Massachusetts utilizing MS Teams, Zoom, PROCORE™, and Sharepoint related systems.
- Review, support and approve program construction management plans and civil works supplier strategy.
- If required, the SCE will participate in negotiations with regulatory agencies and in public meetings in support of the customer.
- You will be the interface between the Raytheon Program Office, the Subcontractor, the Customer, and the Host Facility. Weekly reporting reporting “tag-up” meetings with Raytheon PMO, Daily customer interface, and a weekly customer Facility “tag-up” meetings.
Qualifications You Must Have:
- Bachelor's Degree in a civil engineering or related construction engineering field and 8 years of relevant experience.
- Ability to read, interpret and make changes, if required, to engineering drawings and specifications supplied to construction subcontractors.
- Knowledge and familiarity with the Unified Facilities Criteria (UFC) Codes and requirements.
- Ability to understand, implement and evaluate construction workmanship and quality standards as specified by mechanical, construction and civil engineering and quality assurance authorities.
- Strong project management skills, including management of budget and schedule
- Active and transferable Top Secret U.S. government issued security clearance is required prior to start date.
Qualifications We Prefer:
- OSHA EM-385 or equivalent safety training
- Certification as a CCM (Certified Construction Manager) as issued by CMAA (Construction Management Association of America)
- Construction project mobilization experience
- Experience in an ISO/TL 9000 compliant or equivalent quality management environment.
- A strong background in Civil Works at the senior management level with extensive practical experience leading to desired results.
