Job Description
The Data and Technology Services (DTS) Division of RESPEC seeks a full-time Sr. Capture Manager who will help drive growth for the Division. The Sr. Capture Manager thrives in an environment where they are responsible for the management and execution of the BD Life-cycle process across multiple simultaneous pursuits and proposals. The ideal candidate will have previously served as a capture manager with proven experience supporting Enterprise IT customers and have a network of contacts.
Capture manager has the ability to conceptualize a vision for winning, developing a capture plan that implements the vision and translates into win themes, and adjusting the vision as the procurement unfolds, to focus and manage the capture activities and team (internal and external) to achieve the vision through final proposal submission and assist in preparing the execution team to perform quickly post award. Serves as a leader on matters related to Business Development, Capture Management, and proposal compliance, The successful candidate possesses technical education and related professional experience, resourcefulness, and motivation.
Responsibilities:
• Develops, delivers, and presents concept papers, client briefings, formal and informal proposal responses, and other outreach efforts to qualify and inform bid no-bid decisions in support of advancing new and take- opportunities through the entire business development lifecycle, 18 – 24 months ahead of solicitation release.
• Works as a team player to collaborate with program managers, IT architects, proposal managers, executive leaders, and functional staff to support business development, capture, and proposal efforts
• Leverages prior experience pursuing large, complex opportunities and interpret all volumes of Government solicitations (e.g., RFPs, RFQs, RFIs), recommend response strategy and ensure proposal submissions are fully compliant
• Coordinates with Directors, subcontractors, and pricing managers to ensure appropriate schedules and inputs are met
• Leads and participates in collaborative sessions to define and refine win strategies, competitive assessments, and customer pain points/hot buttons
• Identifies and qualifies new opportunity and pursuits that align to DTS capabilities and relationships
• Qualifies and briefs opportunities at milestones to facilitate progression through formal pursuit/bid gate reviews
• Trains and mentors other program managers, business development managers, capture management, and proposal management personnel in the capture management process
• Supports the development of price to win strategy for opportunities
• Supports the writing of white papers, RFI responses, and other proposal artifacts as assigned
• Leads competitive assessments, teaming and price-to-win efforts
• Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
• Identify and win executable business for Government/commercial clients through applying expertise across the business development life cycle, from opportunity qualification through strategic capture and proposal and development.
• Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of expanding specific client-based opportunity portfolios and pipeline.
• Must be able to create technical content specific to the proposal needs.
• Ability to lead the development and institutionalization of BD processes within the health market to drive pipeline development and qualification
• Works with executive team to jointly develop market strategies, customer access/call plans, and identify pipeline opportunities
Requirements:
• Bachelor’s degree (or master’s degree) with Minimum 10 years of business development experience in commercial, local, state, and federal government contracting within the Information Technology field (healthcare services, software engineering, cybersecurity, data science, GIS technologies, enterprise networks, etc.)
• Deep subject matter expertise in the Federal, State, and Local Government healthcare industry and program operations issues and the ability to apply that knowledge to anticipate issues/enhance solutions for the clients.
• Experience with Salesforce and other CRM tools to drive efficient capture and proposal efforts
• Familiarity with commercial, local, state, and federal government acquisition types, regulations, processes, and tools
