Job Description

1. Leadership and Strategic Planning: Develop, implement, and provide administrative oversight of Financial Aid programs and services. Provide leadership in planning, organizing, implementing, and monitoring all federal and state financial aid fund programs. Ensure that all aid programs are administered in compliance with all federal and state laws which includes the timely and accurate completion and submission of required applications, audit requests, program reviews, FISAP reporting, Federal Program Participation Agreement updates, and reporting information to appropriate agencies. (This list is not exhaustive) Provide leadership and direction in the areas of financial literacy, fiscal and default management, and direct the completion of all required reports and audit requests. Make process improvements and policy changes as appropriate or required for compliance.  Provide short and long-term planning for the Financial Aid department.
 

2. Supervision: Lead, supervise, and direct personnel, including but not limited to hiring, evaluating, promoting, rewarding, assigning work, training, disciplining, suspending, discharging, and adjusting grievances to ensure that staff are skilled and available as needed, collective bargaining agreements and Minnesota State System policies and procedures are implemented and appropriately enforced, projects are staffed correctly to meet deadlines and stay within budget, and staff meet service standards and goals. 

3. Financial Aid Reporting: Manage institutional reporting to adhere to all financial aid requirements including but not limited to; reporting of the Federal Pell Grant, Federal Work Study, and Direct Loan origination and disbursement records to the Department of Education on a weekly basis.  Resolve conflicting information and rejected records statuses within ISRS and COD.  Reconcile Federal Pell Grant and Direct Loan programs with the Department of Education (COD) and WSU’s Student Accounts department monthly in collaboration with Student Accounts.  Ensure the Financial Aid Office and WSU will remain in compliance with all federal and state financial aid regulations and policies.

4. Ensure Quality Customer Service: Provide training to financial aid staff and ensure institutional standards are met.  Review processes and procedures and make adjustments to streamline and improve the student experience.  Provide presentations at WSU student events such as New Student Registration Days, Transfer Student Registration Days, etc. Perform other duties as assigned by supervisor.

5. Other: Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of Winona State University as a viable business partner. Duties include but are not limited to participating in professional development and supporting university initiatives such as Winona State 2035.

Salary Range: $37.60-$56.10/hour; $78,509-$113,086/year; Commensurate with Qualifications and Experience

Minimum Qualifications

  • Bachelor’s degree or related experience; master’s preferred
  • 3 years of experience
  • Supervisory or lead work experience
  • Knowledge of state and federal financial aid regulations and policies and the ability to develop policy and formulate rules which fall within these guidelines
  • Knowledge of the various software packages used in the operations of Financial Aid such as ISRS, Workday, Salesforce/CRM, COD, NSLDS, CPS, and EdConnect.
  • Ability to make difficult decisions and problem solve under pressure while demonstrating empathy to student concerns.
  • Demonstrated critical thinking skills to resolve conflicts
  • Ability to accurately and effectively communicate complex rules and regulations to diverse stakeholder groups.
