Job Title: Program Manager for Groundwater Remediation  

Location:  Richland, WA

Salary:  $112,000.00 - $160,000.00. Competitive rewards packages are applicable in the U.S. only and will vary based on geographical location, function, education, experience, and qualifications of the applicant.                                                 

AttainX, Inc. is looking for a dynamic individual to join our team as a Program Manager in support of the Groundwater Remediation Program for the DOE Handford Mission.  This work will include project management related services for technical project document development, review, analysis, and coordination.  This need may be filled either with one (1) full-time position or two (2) half-time positions.  

Qualifications and Education Requirements:

• Education – BS/BA degree in a relevant field of study. Technical degree in soil, water treatment, geology, and/or hydrogeology. Five years of experience may be substituted for BS/BA degree. Minimum of ten years of relevant experience, including;
  1. Program and/or project management in groundwater and soil remediation projects, 
  2. RCRA/CERCLA/AEA process and interfacing with regulators and other stakeholders, 
  3. RCRA/CERCLA/AEA groundwater monitoring requirements, and
  4. Well construction, rehabilitation, and maintenance.
  5. Assessing remedy performance and evaluation against requirements and optimization. 
• Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination
  1. Demonstrated by nationally recognized publications  
• Excellent communications skills,
• A knowledge of MS Word, MS Excel, MS Access, MII estimating software, and/or other MS Office tools,
• A knowledge in assessment and monitoring of environmental contamination and evaluation of fate and transport of radiological and non-radiological contaminants. 
• A knowledge of state regulations as it pertains to RCRA and CERCLA. 
• A knowledge in management of design, fabrication, installation, startup, and operation of remedial systems for treatment of soil and groundwater. 
• A knowledge of contamination by a wide variety of contaminants, including petroleum, volatile and semi-volatile organic compounds, metals, toxic anions, and radionuclides. 
• A knowledge of in situ and ex situ soil remediation techniques, including design, installation, and operation of dewatering systems, in situ and ex situ groundwater remediation.
• A knowledge of design, construction, operation, and maintenance of groundwater extraction and injection wells.
• A knowledge of DOE/RL policies and procedures is preferred.
• Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, “Program and Project Management for the Acquisition of Capital Asset Projects.”
• Knowledge shall allow the support staff to provide accurate input on the overall project to include scope definition, baseline cost, schedule, baseline changes, and earned value analysis.
• Ability to successfully communicate with a diverse range of people from various levels and organizations resulting in an unimpeded passage of information as to not cause delays in progress.
• Communication and interface skills; ability to elicit information to utilize in development of products and provision of support.
• Sufficient knowledge of contract change management to review contractor proposals for accuracy and content.
• Knowledge of groundwater modeling techniques and software
• Experience in the use of MODFLOW and STOMP  
• A thorough knowledge of Hanford Site Groundwater treatment operations is preferred,
• A thorough knowledge of Hanford Site Groundwater well drilling, maintenance, and rehabilitation operations is preferred,
• A knowledge of Hanford Site Groundwater treatment operations is preferred,
• A knowledge of the Hanford Federal Facility Agreement and Consent Order is preferred
• U.S. citizenship

Job Duties:

• Independent evaluation of Hanford cleanup and groundwater programs with a focus on remediation of groundwater activities and compliance/execution with Federal and Washington state regulation.        
• Assist in document review and technical analysis of groundwater and source area contamination with regard to the CERCLA, RCRA and AEA process.
• Ensure project safety and regulatory documentation is complete, accurate, and reliable for submission to regulators or other DOE offices.
