BWXT is currently seeking a Senior Manager, Government Compliance for its Lynchburg, VA location or remote!
The individual in this position will oversee the accounting and reporting of government contracts and related costing activities, ensuring compliance with government cost and contracting regulations, including the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS). The individual will also be responsible for assisting in the testing and evaluation of internal controls within the company and ensuring compliance with Sarbanes-Oxley (SOX) requirements.
Essential Functions/Responsibilities:
- Provides guidance and assistance to staff in the areas of government compliance matters.
- Oversees and reviews the work of accountants and analysts in the group.
- Participates in the preparation and negotiation of various government cost and contracting matters, such as incurred cost submissions (ICS), forward pricing rate proposals (FPRP), cost impact statements, provisional billing rates, and final rate agreements.
- Serves as liaison between the company and government auditors and contracting officers.
- Evaluates business practices related to estimating, labor reporting, cost recording and reporting, allocation of cost, and other areas to ensure compliance with applicable government regulations and reporting requirements.
- Updates and maintains the disclosure statement for the corporate home office. Works with staff to ensure business segment disclosure statements are consistent and adequate and accurately describe the accounting practices in place.
- Communicates with management and staff at the corporate office and in business segments regarding new and revised government cost and contracting regulations, and other changes to government accounting principles and practices.
- Conducts assessments of readiness and compliance regarding business systems identified in the Defense Federal Acquisition Regulation Supplement (DFARS).
- Establishes policy on a variety of government cost and contract topics and provides expert advice regarding the allocation and allowability of specific cost items.
- Collaborates with cross-functional teams and groups, including legal, contracts and procurement, and program management to ensure compliance with government accounting regulations.
- Performs and leads annual walkthroughs for processes associated with key internal controls that will be tested as part of the SOX requirements.
