This is a highly responsible position located in the Bureau of Tobacco Free Florida (BTFF) under the supervision of the Surveillance & Evaluation Manager. This position will assist with surveillance, evaluation, epidemiology, program planning, and data collection and dissemination for the program. This position will also serve as a back-up to the Surveillance & Evaluation Manager. 

Duties of the position include: assisting in the development of data collection instruments, policy development, strategic planning, procurement, and contract management related to all Bureau evaluation projects.  Serves as a liaison between Surveillance & Evaluation program component and other bureau program components (e.g. State & Community Interventions, Cessation, Health Communications) as well as the Bureau data liaison for all agency and statewide plans that include tobacco-related goals and objectives.  Stays current on data collection and analysis methods and its relationship in the development of program specific measures and outcomes; assesses programmatic data collection, evaluation, and planning needs; identifies gaps in surveillance systems; develops long- and short-term evaluation plans; provides evaluation support and technical assistance to program staff, partnership committees, state tobacco strategic plan, and other special projects. Supports the data analysis and development needs of the Bureau; and prepares information, reports, and analyses as directed to assist the direction and development of strategies and actions in the Bureau.

Reports annual surveillance and/or evaluation results to the Tobacco Education and Use Prevention Advisory Council’s Evaluation subcommittee or other governmental or non-governmental institutions as needed.  Coordinates and develops reports, manuals, plans, grant applications and other written materials as needed to support the bureau.  Assists in the development and submission of abstracts and presentations for state and national meetings.  Plans for the collection of data to develop objectives, work plans, and methods for program evaluation and planning.  Reviews and analyzes program plans, design, output, and performance reports for efficiency and effectiveness to determine the need for programmatic revisions.

 Serves as the contract manager for the Florida Youth Survey Interagency Agreement, including receiving deliverables, processing invoices, participating in meetings with the contractor and other state agency partners, and all other contract management related duties.

Participates in and attends pertinent educational opportunities to further enhance personal and professional development.  Performs other duties and responsibilities as assigned or required by program activities. 

Performs other duties as assigned, including providing assistance as needed in response to and recovery following natural or man-made disasters.

Qualifications:

Minimum – Bachelor’s degree in public health, psychology, sociology or similar field.
