About the Agency:

The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.

Purpose of Position:

To ensure State and Federal policies and procedures are followed for the ARNG Facilities Programs Appendix (1001) of the Master Cooperative Agreement between the United States Property and Fiscal Office and the Commonwealth of Virginia.

This position is based in Blackstone, Virginia. Telework is limited to one (1) day per week and is subject to change per DHRM's telework policy.

Minimum Qualifications

Knowledge of State and Federal policies and procedures regarding cooperative agreements;

Competency in use of spreadsheets and database applications;

Knowledge of State/Federal policies and procedures regarding cooperative agreements, real property, and military construction;

Competency in use of spreadsheets and database applications;

Advanced Microsoft Excel experience required;

Knowledge of Budgeting/Accounting Software (Cardinal, GFEBS, or others);

Ability to work under a short suspense;

Goal Orientated Ability to track different budgets across multiple programs/ function areas;

Understanding of GAAP;

Ability to compile data, prepare reports, and present Senior Leadership Comfortable speaking in front of an audience;

Ability to read, write, and convey a thought in a concise manner;

Ability to multitask;

Must be willing to travel occasionally;

Valid Driver's License and acceptable driving record required.

Additional Considerations

Knowledge of grants and/or Cooperative Agreements preferred;

Federal and/or State procurement knowledge preferred.
