About the role

Summary

The Permit Technician II position plays a key role in the municipal permitting process, primarily responsible for facilitating the permit application process. This role involves a blend of technical knowledge, customer service, and administrative skills. The technician is tasked with reviewing and processing permit applications, ensuring compliance with local codes and regulations, and providing assistance and guidance to applicants throughout the process. Key responsibilities include scrutinizing completeness of submitted construction plans and liaising with various departments. This role requires a competent understanding of building codes, zoning laws, city ordinances, related state laws, internal development processes, and excellent communication and organizational skills. The Permit Technician II serves as a crucial link between the public, contractors, and government agencies, ensuring smooth and efficient permitting and inspection processes.

Essential Duties and Responsibilities

  • Receive and review complex building permit applications and plans to ensure completeness and accuracy.

  • Route plans to the appropriate reviewers.

  • Process contractor registrations.

  • Review and issue simple permits such as demo, re-roofing, fences, and engineered foundation repair permits.

  • Verify Form Surveys match foundation setbacks and elevations noted on surveys. Route for further review if discrepancies are discovered.

  • Educate customers on basic code requirements for and the necessary application information, documents, and submittal processes to obtain permits.

  • Verify that projects have obtained all necessary approvals and contractor licenses/registration.

  • Calculate and verify valuations and fees, receive cash and credit card payments, issue permits as authorized, accurately manage a cash drawer.

  • Assist customers in person and on the telephone by answering questions and directing calls to appropriate personnel.

  • Manage water meter payments and associated meter releases along with other utility releases as needed.

  • Perform minor over the counter plan review.

  • Other duties as assigned

Minimum Qualifications

  • High School Diploma or G.E.D. Equivalent

  • Two years of experience as a Permit Technician I (or equivalent experience in a municipal organization)

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience          

  • 2-year experience in building inspections

  • Bi-lingual (Spanish) speaking/reading/writing.

Knowledge, Skills & Abilities

  • Competent knowledge of building codes, zoning codes, State and Local laws, regulations, policies and procedures and construction terminology.

  • Competent knowledge of the principles and practices of land development and construction, permit processing, and building inspections.

  • Competent ability of and attention to detail when analyzing construction documents and plans for drafting errors, missing documents, design criteria, and engineer/designer stamps.

  • Proficient verbal and written communication skills for clear interaction with the public, colleagues, and external agencies.

  • Proficient in providing excellent customer service, including, assisting applicants through the permit process, handling inquiries and resolving complaints effectively.

  • Proficient in using standard office equipment and software, specialized permitting software, and database management tools.

  • Proficient organizational skills, with the ability to manage multiple tasks and prioritize effectively.

  • Proficient at identifying issues and developing effective solutions.

  • Proficient attention to detail in reviewing applications, documents, and maintaining accurate records.

  • Flexibility to adapt to changing processes, technologies, and job requirements.

  • Ability to work effectively with a diverse range of individuals and work collaboratively in a team environment, contributing to a positive work culture.

  • Competent skill in reading maps, aerial photography, site plans, blueprints, and engineering letters and documents.
