About the role

Job Details:

Under general direction, strategic leadership role responsible with establishing, managing, and guiding the Project Management Office Division which includes but not limited to, project teams, and project managers within the Information Technology Department and across the organization. The scope of responsibilities includes overall leadership, mentorship, effective planning, execution and delivery of a diverse portfolio of Enterprise Technology Projects.

ESSENTIAL JOB FUNCTIONS:

  • Provide strategic leadership for the Project Management Office (PMO) to ensure effective planning, execution, and optimal utilization of organizational resources.

  • Lead, mentor, and coach PMO team members to promote collaboration, accountability, and professional growth.

  • Foster a positive and engaged work environment that supports teamwork, continuous learning, and innovation.

  • Collaborate with stakeholders to clarify, verify, and document business requirements, ensuring alignment with organizational goals.

  • Establish and maintain standardized project management practices, methodologies, and governance processes in alignment with industry best practices.

  • Oversee the preparation and administration of budget proposals through the project governance process, including forecasting, procurement planning, and Council agenda preparation.

  • Proactively identify and resolve budgetary challenges, project risks, and schedule deviations.

  • Provide leadership for technology solution reviews, benchmarking, analysis, and investment decisions that span multiple departments.

  • Develop and manage project schedules, scope, and deliverables; monitor progress and communicate status updates to leadership and stakeholders.

  • Drive continuous process improvements within the PMO, leveraging lessons learned and data-driven insights.

  • Ensure effective project closure, including documentation, deliverable confirmation, and post-implementation support transitions.

OTHER JOB FUNCTIONS:

  • Contributes to the preparation, administration, and management of the Information Technology Department fiscal year budget process.

  • Ability to create a collaborative and inclusive environment for the Project Management Office

  • Works effectively with City suppliers and contractors; oversee the development and administration of applicable contracts.

  • Meet and maintain qualifications for Criminal Justice Information Systems (CJIS) access.

  • On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required:

  • Knowledge of Six Sigma methodology.

  • Knowledge of Project Management Institute (PMI) or equivalent project management methodology

  • Knowledge of project management principles, practices, techniques, terminology, and tools

  • Knowledge of information Technology Infrastructure Library (ITIL), Project Management, and IT Service Management (ITSM)

  • Knowledge of project management software tools and templates such Innotas by Planview, MS Project, Zoho

  • Knowledge of contract management: procurement processes, administration, and oversight of contracts. Familiar with negotiating terms and conditions of contracts, and milestone payment structure.

  • Knowledge of User Experience (UX), including usability, accessibility, aesthetics, and functionality.

  • Knowledge of Information Security and Privacy: coordinated reviews of policy, procedures in support of protecting, and preventing vulnerabilities across the organization.

  • Knowledge of Information Technology (IT) systems, implementation, and processes.

  • Knowledge of the principles of supervision, training, and performance evaluation.

  • Knowledge of computer hardware and software.

  • Knowledge of computer programming, system interfaces, and databases.

  • Knowledge of the principles of supervision, training, and performance evaluation.

  • Knowledge of public relations techniques.

  • Knowledge of the principles and procedures of accounting and procurement practices.

  • Knowledge of English usage, spelling, grammar, and punctuation.
