Job Summary:
The Operations Maintenance Manager, also known as a Quality Control Manager (QCM), is responsible for overseeing the maintenance and repair of equipment, facilities, and systems that support the daily operations of an organization. Key responsibilities include but not limited to; Planning and organizing maintenance activities to ensure smooth and efficient operations. Coordinating and supervising maintenance staff and contractors to meet operational needs Inspecting and evaluating equipment and systems to identify and resolve issues promptly. Managing the budget and inventory of maintenance materials and supplies. Ensuring compliance with safety, health, and environmental regulations.
Key Responsibilities:

Operations & Maintenance Management:

Oversee all aspects of operations and maintenance services for assigned GSA facilities in Missouri, including but not limited to HVAC, electrical, plumbing, structural, life safety, preventive maintenance, corrective maintenance, grounds care, and utility management.

Develop, implement, and manage comprehensive O&M programs and schedules in accordance with GSA National O&M Specifications, GSA Preventative Maintenance Guide, and contractual requirements.

Manage and optimize resource allocation (personnel, equipment, materials) to ensure efficient and cost-effective service delivery, meeting all GSA service level agreements (SLAs).

Oversee the effective use of Computerized Maintenance Management Systems (CMMS) for work order management, preventive maintenance scheduling, asset tracking, and reporting.

Monitor facility performance metrics (e.g., energy consumption, comfort levels, equipment uptime) and implement continuous improvement initiatives to enhance operational efficiency and occupant satisfaction.

Develop and manage budgets for O&M activities, track expenditures, and provide regular financial reports to leadership and GSA representatives.

Manage subcontractors and vendors providing specialized O&M services, ensuring compliance with contract terms, quality standards, and safety requirements.

Respond to and resolve tenant/client service requests and concerns promptly and professionally, fostering strong relationships with GSA facility managers and occupants.

Develop and implement emergency preparedness and response plans for GSA facilities, coordinating with relevant authorities.

Quality Control Management (QCM):

Serve as the on-site Quality Control Manager with full authority to act in all Quality Control (QC) matters, as required by federal contracts, specifically for GSA O&M services.

Develop, implement, and maintain the project-specific Quality Control Plan (QCP) in strict accordance with GSA requirements and relevant federal regulations (e.g., FAR clauses, GSA Acquisition Regulations).

Ensure all O&M work performed by company personnel and subcontractors adheres to the QCP, contract specifications, industry standards, and GSA's quality expectations.

Conduct regular and documented quality inspections of all O&M activities, including preventive maintenance tasks, corrective repairs, and system operations.

Lead and document the "Three Phases of Control" (Preparatory, Initial, and Follow-up) for definable features of work, even in an O&M context, ensuring thorough review and verification.

Identify, document, and track all non-conformances and deficiencies, ensuring timely root cause analysis and effective corrective actions are implemented and verified.

Maintain comprehensive QC documentation, including inspection reports, deficiency logs, corrective action reports, training records, and calibration records for testing equipment.

Coordinate with the GSA Contracting Officer Representative (COR) and other GSA personnel on all quality-related matters, submittals, and approvals.

Ensure all materials, equipment, and components used in O&M activities meet specifications and are properly stored and handled.

Prepare and submit all required QC reports to the GSA and company management in a timely and accurate manner.

Assist in the development and submission of project closeout documentation, including O&M manuals, as-built drawings, and warranties for GSA assets.
