MAJOR FUNCTION
This position provides technical expertise in the analysis, design, development, testing, documentation, and ongoing support of web applications, including Accela and other systems supporting Code Enforcement Services. Responsibilities include troubleshooting, implementing solutions, and ensuring efficient deployment of technology on the Polk County network. This role also involves analyzing data from the Code Enforcement Division's various records management systems.
ILLUSTRATIVE DUTIES
Application Development & Support
- Develops, tests, and maintains web applications.
- Participates in all phases of the Software Development Life Cycle.
- Collaborates with clients to analyze and design applications.
- Translates designs and wireframes into high-quality, scalable code.
- Optimizes applications for maximum performance across devices and browsers.
- Writes and maintains end-to-end and component tests.
- Provides user support and troubleshooting assistance.
- Develops and maintains technical documentation.
- Ensures compliance with modern accessibility standards.
- Conducts code reviews to ensure accuracy, consistency, and adherence to best practices.
- Maintains up-to-date knowledge of programming languages, frameworks, and technologies.
Data Analysis & Reporting
- Extracts, manipulates, and analyzes large datasets for reporting and decision-making.
- Develops and manages data standards and reporting tools to support data integration.
- Extracts and interprets data from Accela, Forte, OnBase, and relational databases to generate reports and recommendations.
- Tracks trends and statistical data to support department operations.
- Conducts geospatial analysis and utilizes analytics to support department growth and system improvements.
- Presents statistical data, performance trends, and insights to management and committees.
- Analyzes performance metrics to enhance efficiency and effectiveness.
- Acquires and maintains data from internal and external sources.
System Administration & Compliance
- Updates and maintains Accela standard operating procedures, tracks reports, and conducts audits.
- Converts documents to meet Americans with Disabilities Act (ADA) Standards for Accessible Design.
- Monitors staff Global Positioning System (GPS) logs for evaluation.
- Updates and maintains the division webpage with announcements, messages, and forms.
- Assists Information Technology with system development and procedural improvements.
- Provides data and reports to internal and external customers in multiple formats.
- Assists in staff training as directed.
Leadership & Additional Responsibilities
- May serve as backup to the Division Records Coordinator, managing records-related tasks.
- Assumes lead worker responsibilities as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
- Proficiency in software engineering concepts, including object-oriented programming, design patterns, and asynchronous programming.
- Strong experience with HTML, CSS, JavaScript, and modern frontend frameworks.
- Knowledge of SQL and database design, programming, and implementation.
- Experience with full-stack development and cloud-based applications.
- Ability to assess and optimize cloud-based applications.
- Familiarity with modern web and cloud development tools and platforms.
- Experience with testing frameworks, including Accela.
- Ability to work in a team environment and independently as needed.
