Purpose

This position serves as the Chief Business Officer for the School of Civic Leadership and Civitas Institute overseeing human resources, business, financial, and facilities operations. The person holding this position reports to the Dean and serves on the school’s leadership team.

Responsibilities

  • Executive Management: Help plan and implement the School's and Institute strategic goals and the Dean's priorities in business, facilities, and operations. Work collaboratively with the Dean and institute Executive Director to develop initiatives and carry through to successful completion. Initiate ideas and programs and carry these through to completion and with success. Advise in addressing the School and Institute operational challenges, performance, and business direction. Serves as liaison with the Provost's Office, Budget Office, Office of Accounting, and other administrative offices of the University.​​​​
  • Fiscal Oversight: Coordinate the preparation of the budget comprised of appropriated funds, tuition and fees, gift and endowment funds, and new revenue streams. Prepare the five-year budget planning document for the Provost's Office.  Assess the business performance of the school on a periodic basis and provide the Dean with regular reporting that conveys the performance results along with recommended business actions to be taken. Prepare financial and other statistical reports. Provide oversight and leadership to all financial matters including accounting, reporting, and forecasting, purchasing and payables, cash management, personnel, and payroll processing, as well as internal controls and compliance with institutional, state, and federal policies and regulations. Coordinate with the Manager of Finance and Human Resources and the Dean on workforce planning and human resource budgeting. Execute the annual representation letter and perform the accounts certification and review of balances for the school and Institute. Act as financial officer and serve as a member of the Council of University Business Officers and participate in academic business officer meetings. Interpret and communicate institutional policy and implement processes to facilitate its compliance.
  • Human Resources:  Oversees the Human Resources administration of the school and ensures compliance with HR policies and regulations.  Develops and enforces consistent and equitable policies and procedures, and ensures the school continuously responds to rapidly evolving labor markets in a competitive and sustainable manner. Works with the Dean to implement human resources goals and priorities.  Works with the Dean to model and oversee staff work conditions, including flexible work arrangement policies, staff development and training, and environmental enhancements.  Serves as a member of HR Consortium. Manages the School’s merit and performance appraisal process.
  • Facilities Oversight: Oversee the School's facility operations and management, including coordination and communication of activities associated with the physical, environmental, and security conditions between Facilities Services and building occupants. Provide input and guidance relating to facilities operations and space allocation. Coordinate space management and utilization reports to address the needs of the school and for submissions related to campus oversight requirements.

Required Qualifications

  • Bachelor’s degree in business administration, Finance, Accounting, or related field. Ten years of experience managing a complex budget in higher education or similar organization with skills in budgeting, forecasting, cost and financial analysis, budgetary management, accounting and reporting, and human resources management within a large organization. Advanced working knowledge of accounting policies, principles, and business practices.
