About the role

The department of Economic Development and Planning is currently seeking to fill the role of Chief Environmental Analyst.

KEY RESPONSIBILITIES::

  • Supervise the Water Quality Improvement Division 

  • Supervise the Water Quality Protection and Restoration Program (WQPRP) 

  • Administer all WQPRP projects for Suffolk County (1/4% sales tax environmental programs) 

  • Administer contracts, contract amendments, budgets and budget amendments for all program contracts managed by the WQPRP. This includes intermunicipal agreements (IMAs) with various local municipalities 

  • Lending administrative and technical support to the WQPRP Review Committee 

  • Responsible for the administration of the County nitrogen reduction/fertilizer initiative including implementation of Local Law 41-2007 

  • Chair the Pesticide Community Advisory Committee that grants pesticide exemptions on County properties 

  • Provide testimony to the Suffolk County regarding WQPRP projects 

  • Coordinate implementation of the Wetlands Stewardship Program 

  • Prepare applications for funding assistance through State grant programs, such as the Clean Air/Clean Water Bond Act 

  • Direct support staff in the preparation of contracts (and related correspondence) for non-county agencies that oversee projects that are funded through the WQPRP 

  • Represent the Commissioner at various public and governmental meetings 

  • Serve on numerous committees and task forces as required: 

  • Chairman of the Suffolk County Vector Control Pesticide Management Committee, Chairman of the Suffolk County Pesticide Community Advisory Committee, Forge River Task Force Committee, Stony Brook Harbor Task Force, South Shore Estuary Reserve, Peconic Estuary Partners (PEP) Management Committee 

  • Work with NYS DEC on water quality projects 

  • Participate in relevant RFP/RFQ preparations and evaluations 

  • Present RFP waiver requests to the County RFP Waiver Committee 

  • Support the US EPA mandated Phase II stormwater directives for the Department

MINIMUM QUALIFICATIONS
OPEN COMPETITIVE

  • Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in mathematics, one of the natural or physical sciences, environmental studies or a related field

  • Plus eight (8) years of experience in environmental studies, including environmental assessment of development projects, or a related field, two (2) years of which have been in a responsible supervisory capacity.


NOTE: Graduate education in one of the above areas will be substituted on a year-for-year basis for up to two (2) years of the above non-supervisory experience.

PROMOTIONAL

  • One (1) year of permanent competitive status as a Principal Environmental Analyst.
