Core One is seeking a Sr. Technical Security and Signals Countermeasures Practitioner to support the program. This position requires an active TS clearance with eligibility for a TS/SCI. This position is contingent upon contract award. In this position, you would conduct TSSC operations for the USSOCOM enterprise, and collaborate with Command Operational review Board (CORB) in their usage of the In Place Monitoring System (IPMS) throughout the USSOCOM enterprise to mitigate technical threats from uncleared Foreign Nationals and US persons working in or around Sensitive Compartmented Information Facilities (SCIF). 

Roles & Responsibilities:

  • Execute TSSC activities in accordance with DoDI 5240.05, command policies, and standard operating procedures governing the employment of TSSC tactics, techniques, and procedures. 
  • Update and manage a database for electromagnetic RF, power-line, and network baselines for comparative analysis. 
  • Provide support for short notice and planned full and limited scope TSSC surveys, Foreign Visit Program events, Gift Inspections, implement countermeasures, and conduct technical evaluations globally. 
  • Detect and analyze signals of interest for RF, power-line, telephony, and digital information infrastructure. 
  • Collaborate with the USSOCOM J2X, DoD TSSC enterprise, servicing law enforcement agencies, and provide CI support to cybersecurity. 
  • Offer advice and assistance to CMD CORB and evaluate items of interest. 
  • Analyze all signals of interest gathered via IPMS. 
  • Assist Certified TEMPEST Technical Authorities (CTTA) with technical security plans, policy, and execution. 
  • Evaluate electronic processing equipment for security vulnerabilities. 
  • Identify physical and acoustical security deficiencies and develop corrective actions to mitigate identified deficiencies. 
  •  Support agency compliance efforts with Intelligence Community Directive (ICD) 705, Physical and Technical Security Standards for SCIFs, as well as compliance with DoD and local policy standards for collateral areas. 
  • Provide complex physical and technical security SME support to facilities under construction and offer cost-effective recommendations that meet policy requirements. 
  • Recommend countermeasures to mitigate technical hazards and vulnerabilities and log them into an incident tracker. 
  • Prepare technical risk assessment products, TSSC reports of survey, after-action reports, tailored briefings, and other administrative documentation necessary to support the mission bi-annually. 
  • Ensure all required reports are completed within established time frames, with minimal to no errors, and maintain an accurate record of reports and activities. 
  • Stay informed about emerging technical threats and capabilities, producing quarterly information papers for SOF-E TSCM, which may or may not include new equipment functionality. 
  • Complete 80 hours of discipline-specific development and/or refresher training annually. 
  • Maintain records, Standard Operating Procedures, a living continuity book including login accesses, and other pertinent administrative data. 
  • Evaluate current, new, and future TSCM equipment and produce information papers on the functionality, limitations, and step-by-step executability of all SOF-E readily available equipment. 

Requirements:

  • Graduate of the Department of Defense or Federal Counterintelligence/Law Enforcement Badge & Credentialing School in accordance with DoDI 5240.05. 
  • Graduate of the TSSC Fundamental Course at the Inter-Agency Training Center, Fort Washington, Maryland, and certified to conduct Technical Surveillance Countermeasures (TSCM). 
  • Possess understanding and application of DoD TSSC norms, with cross-agency coordination conducted by Program Managers (PMs) or designees only. 
  • Possession and maintenance of Information Assurance Technician Level II certification per DoDI 8140.01, Cyberspace Workforce Management, and DoDM 8570.01, Information Assurance Workforce Improvement Program. 
  • Completion of network traffic analysis training utilizing Packet Capture (PCAP) data and analysis tools (e.g., Wireshark, Network Miner, etc.) within one year of employment.
