Your Specific Responsibilities:
This is a highly specialized position as a Registered Nurse. This position is directly responsible for assessing, planning, implementing and evaluating nursing care provided to an assigned group of clients. This position will serve as Director of Nursing.
Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Management: The Public Health Services Manager provides support, effective direction of public health services, consultation, planning and coordination of all program activities in Health Services, including Healthy Start, Clinical Services, Tuberculosis case management, ADAP, We Care, Epidemiology and all nursing services. Provides services to clients in the nursing clinics and satellite clinics of the Florida Department of Health in Santa Rosa County. Exercises a considerable degree of professional knowledge, skill and judgment in providing client services. Responsible for management of staff assigned clients ensuring all work is performed in accordance with established protocols and policies. Seeks consultation and/or makes referrals to other health care professionals as needed. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, orientation, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, scheduling and case assignments of staff, and providing disciplinary action as appropriate for clinic nursing staff, the Senior Physician and the Nursing Program Specialists. Represents the Department of Health, DOH-Santa Rosa, and Health Services with community groups, the public, media and other agencies/coalitions in a positive professional, responsible manner. This position serves as a resource for nursing staff. Seeks incorporation of community resources toward public health nursing needs of the community. Participates in TB case management team conferences. Manage the dental sealant program. Provide consultation to the School Health team as needed.
Programmatic: This position develops, manages, and monitors the budget for Health Services Department. Administers approved nursing budget and ensures budget control in all sections of nursing, developing and proposing solutions for any trends or problems challenging available resources. Monitors contract management reporting system to manage coding, FTE’s, numbers of clients/services and expenditures and initiates necessary controls and correction actions. Independently formulates and develops nursing/clinical policy, procedures and budget for programs. Monitors/evaluates effects of programs to ensure obtaining desired results. Provides administrative leadership to County Health Department operations. The Public Health Services Manager is responsible for the equitable distribution of work and responsibilities to produce maximal quality, effectiveness, efficiency and cost effectiveness. Ensures all ancillary duties are completed. Provides quality initiative and assurance activities for all programs. Reviews and analyzes facility activities and data to assist with planning and improvement of services and utilization. Serves to collaborate and/or provide technical assistance on programmatic or clinical issues to other agencies regarding health services provided in clinical settings, public health, and health promotion.
