Knowesis is looking for an experienced Sr. Deputy Program Manager to oversee and lead a large executive-level Program Management Office (PMO) contract in support of a US government client’s mission. In this role the ideal candidate will provide leadership and guidance to a team in ways that promote the client’s mission.
To be eligible for this position, candidates must have Top Secret (TS) clearance with the ability to attain a TS/SCI clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.
The Job Duties and Responsibilities include but are not limited to the following:
- Lead a team of over 70 individuals to develop strategies and plans to direct activities by best practices and frameworks in support of the client’s strategic direction.
- Support the development and maintenance of policy documents for coordination/alignment, legislation, and federal and department-wide strategy to enable the effective operations of the organization.
- Support the management of project including developing and implementing project plans and providing regular updates to Federal staff.
- Support development of documents for the mission to include annual and multi-year approaches.
- Support the execution and improvement of governance structures.
- Manage all project management tracking tools (i.e., Integrated Master Schedule, Integrated Master Plan, etc
- Manage and maintain information technology platforms and workflows (such as MS Project, JIRA, or other platforms the Government chooses to utilize) to integrate all project artifacts and information.
- Support the development, maintenance, and content of organizational communication mechanisms for information-sharing purposes (i.e., portal, email, listservs, etc.).
- Support the development and validation of appropriate performance requirements and metrics for projects and programs aligned with CSD, CISA, and DHS high-level objectives, including metrics that meet OMB and DHS reporting requirements for the Government Performance and Results Act.
- Complete artifacts necessary to develop and track performance measures and other performance management tools.
- Manage data for performance metrics.
Required Qualifications:
- Experience managing an executive-level PMO and leading teams working in a fast-paced environment with Sr. client executives and private, state, local, tribal, and federal sector stakeholders.
- Experience developing and implementing process methodologies at an agency’s executive-level strategic programs.
- Experience in Program Management best practices which includes experience/knowledge/skills/abilities with all the following:
- Providing strategic advice, technical guidance and expertise to program and project staff.
- Providing detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance effort is for client-specific or mission critical challenges/issues.
- Consulting with clients to define needs or problems and supervising studies and conducting surveys to collect and analyze data to provide advice and recommend solutions.
- Demonstrating an ability to manage a large, matrixed, and remote workforce – especially- if the contract includes sub-contract agreements.
- Experience with SharePoint administration and program development tools as well as competency in Microsoft applications including Word, Excel, Project, etc.
- Project Management Institute (PMI®) Project Management Professional (PMP) or similar private sector or government certification.
Preferred Certifications
- SAFe Agile or SCRUM
Required Education:
- Master of Arts or Master of Science (MA/MS) degree with 10 years of experience or a Bachelor’s degree and 15 years of experience.
