HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.________________________________________
Your Team:
The Office of Development leads the implementation of the Mayor’s Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).
The Office of Development is composed of nine divisions:
- Executive Office Operations and Policy
- Division of Compliance and Enforcement
- Division of Housing Incentives
- Division of Building & Land Development Services
- Division of New Construction Finance
- Division of Homeownership Opportunities & Preservation
- Division of Preservation Finance
- Division of Special Needs Housing
- Division of Portfolio Management and Conversion
Your Impact:
The Tax Incentives Program Unit, within the Division of Housing Incentives and administers a wide variety of tax abatement and exemption programs to facilitate private and publicly-subsidized rehabilitation and new construction programs throughout New York City and will be instrumental in the implementation of the City of Yes for Housing Opportunity.
Your Role:
Under the supervision of the Executive Director for Tax Incentives, the Deputy Director will review and make determinations on all workbooks for tax exemptions and make recommendations to improve unit efficiency and staff utilization. In addition, the Deputy Director will participate in the formulation of policy pertaining to tax exemption programs and translate approved policies into workable procedures. The Deputy Director must possess strong management and team-building skills, attention to detail, the ability to effectively multi-task and work under pressure, good judgment and excellent customer-service and communication skills, and an ability to successfully collaborate and coordinate with internal and external stakeholders.
Your Responsibilities:
Your responsibilities include, but are not limited to:
- In collaboration with the Director and senior management, oversee the implementation of tax exemption and other tax benefits programs, as necessary, to meet the goals of the City of Yes for Housing Opportunity and other initiatives.
- Establish and maintain effective working relationships among staff, internal and external partners and stakeholders, and the general public.
- Manage and train staff, including establishing appropriate productivity measures, maintaining data and file integrity, supporting staff in achieving programmatic and agency goals, promoting collaboration among staff, promoting high achievement and skill development/progression, overseeing staff in their performance of their responsibilities, and evaluating and providing constructive feedback to staff.
- Ensure quality control across all staff deliverables.
- In collaboration with the Director and senior management, actively participate in and lead discussions on improving program processes to increase efficiency and effectiveness; participate in requirements gathering, testing, and other processes with HPDTech to support the development of new applications, as needed.
- Manage administrative functions such as setting productivity goals, tracking, reporting and compliance.
- Respond promptly to requests for information and oversee the production of detailed reports, memoranda, presentations, and written correspondence regarding projects, programs, new initiatives, or other special projects, as needed.
