Summary
The Site Safety & Health Officer (SSHO) develops, coordinates, and supervises the implementation and maintenance of a project’s occupational health and safety program designed to prevent injury, occupational illness, and property damage. The SSHO works with the on-site construction superintendent, project management team, subcontractors, and other third-party entities to develop construction means and methods that meet all the minimum OSHA and other applicable regulatory standards for safety and health.
This position is supporting the Natomas Reach A Joint Venture project with Forgen. The SSHO will work closely with Forgen to oversee field personnel operations. Final hire will be determined by USACE.
The salary range for this position is $125,000-$135,000 per year.

Essential Duties and Responsibilities
- Drafts project-specific manuals, including preparation and distribution of updates
- Determines the applicability of administrative and regulatory requirements and other health and safety laws and implements applicable regulations and standards. Maintain current knowledge of legislation, regulations, and practices applicable to the United States and the U.S. Army Corps of Engineers.
- Establishes and implements safety training objectives. Plans and schedules tasks related to health and safety. Conducts safety/health-related training. Maintains all records and data related to employee training, medical examinations, licenses, and certifications. Conducts safety orientation and weekly safety meetings.
- Ensure the hazards identified in the AHA are appropriately addressed.
- Represents the company in inspections and hearings conducted by the client, OSHA, and other regulatory agencies.
- Conducts and supervises site inspections, job hazard analyses, and other evaluations to identify hazards and potential risks. Makes recommendations to managers as required and implements appropriate corrective actions. Conducts audits of corrective actions to ensure compliance with regulations and corrective action.
- Reviews and approves subcontractor site-specific safety plans.
- Provide feedback on how to improve the safety of the work activities.
- Conducts post-accident investigations and makes recommendations for changes in equipment and processes to correct unsafe conditions. Assesses accident statistics to determine requirements for new or modified training.
- Assists with risk management and environmental health issues.
- Prepares, recommends, and administers the budget for the area of responsibility.
- Prepares complex analytical documents and correspondence.
- Builds and maintains positive working relationships with co-workers, prime and subcontractors, and the public using principles of good customer service.
- Promotes a culture that encourages, recognizes, and rewards safe conduct.
- Conducts presentations on assigned topics.
- Other duties as assigned.
Supervision
Mixed construction crew of subcontractors, craft workers, and laborers.
Minimum Qualifications
- High School Diploma or equivalent
- Five (5) years of cumulative safety experience within the last 10 years on similar projects in size and complexity with the Federal Government
OR Three (3) years minimum with a Safety degree
- 30-Hour OSHA training or equivalent
- USACE EM 385-1-1 certification
- Twenty-four (24) hours of documented formal safety training (in person or online) within the past 5 years, and will be required to maintain 24 hours of training within every 3 years during the course of construction.
- Knowledge of principles and practices of USACE EM 385-1-1, USC Title 29, 29 CFR 1926, Title 29, Part 1910, and the Occupational Safety and Health Administration (OSHA) codes.
- Must be able to produce written verification of certifications and training.
- Knowledge of pertinent local, state, and federal laws, ordinances, rules, and regulations
- Knowledge of principles and techniques of employee training
- Knowledge of report preparation and statistical analysis
Preferred Qualifications
- CSP certification
- 40-Hour OSHA HAZWOPER training
- Strong experience in civil / infrastructure construction
- Experience and knowledge of Alaska Native cultures
