Raytheon - Advanced Product & Solutions (APS) is seeking an experienced, highly motivated Senior Program Manager (PM) to lead program oversight of cost, schedule, technical performance within Advanced Open Integrated Solutions (AOIS).

This position will be responsible for leading development and maturation of Advanced Modes for open architecture radars as well as sustainment and modernization of a common Radar System Integration Laboratory (RSIL) and other labs used by the family of programs.

The selected candidate will be responsible for cost, schedule, and technical performance of existing programs as well as leading development and submittal of proposals (sole-source and competitive) for additional advanced radar modes and other activities in support of the enterprise.

This role is onsite in El Segundo, CA.

What You Will Do

  • Accountable for profit and loss, AOP development and implementation
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with customer, suppliers, and leadership
  • Manage all aspects of program execution, including start-up, Earned Value Management System (EVMS) implementation, change management, risk and opportunity management and Estimate at Completion (EAC) requirements
  • Meet contractual commitments including the financial, quality, cost efficiency, technical and schedule performance
  • Develop partnerships with cross functional teams (Engineering, Contracts, Finance, Operations & Supply Chain, Quality, etc)
  • Collaborate with other program managers to resolve resource conflicts and optimize success across the family of open architecture radar programs
  • Lead all aspects of the proposal process to include strategy, bidding, gating, and fact finding, and partner with contracts for proposal negotiation
  • Develop strategy and growth plans and drive capture activities to achieve goals and commitments
  • Execute within a closed environment
  • Travel to participate in domestic business engagements

Qualifications You Must Have

  • Typically requires a Bachelor’s degree or equivalent experience and minimum 10 years of prior relevant experience in program management or an Advanced degree in a related field and minimum 8 years experience
  • Experience managing development programs
  • Experience leading proposal activity
  • Experience leading cross-functional teams
  • Experience with managing cost, schedule, and performance with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business processes
  • Active and transferable Top Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start

Qualifications We Prefer

  • Program Management Level 4 Certification or ability to obtain within one year
  • Experience engaging and reporting out to all levels of executive stakeholders
  • Experience leading Open Architecture programs
  • Ability to focus, evaluate, motivate, and reward teams, enabling them to achieve desired results
  • Understanding of Radio Frequency (RF) principles, systems development, and application of applicable technologies in operation
  • Experience leading capture activities and winning new business in a competitive environment
  • Working knowledge of contract formation, execution, and management
