Sr. Health Information & Systems Manager

The Senior Manager of Health Information & Systems reports to the Director, Population Health & Analytics. They work closely across multiple pods within Health Services other departments ensuring health system strategic process and requirements are met across all brands and global geographic locations. 

The Senior Manager will be able to provide guidance related to collection of data, governance, and access as well as review of the data analytics process. They will oversee a team which will accomplish these deliverables while ensuring appropriate privacy and regulatory requirements are met. 

This includes analysing operational status, understanding end user requirements of both ship and shoreside teams with regards to health systems and data such as electronic health records, proprietary solutions, public health, and reporting requirements. They will be tasked with guiding operational and technical solutioning to optimize and secure how health information is collected, stored, and transmitted to meet all reporting needs both internally and externally. They will act as the subject matter expert for compliance with HIPAA, GDPR, and other regulatory requirements. 

This role will interface with brands, medical teams onboard, shoreside health services, public health leaders, and external vendors that manage our healthcare systems. This includes supporting the North American brands, comprising five brands with approximately 65+ ships carrying over 10 million guests annually and employing over 100,000 team members.

Essential Functions: 

• Health Systems:
  • Analyse, evaluate, design, and implement health systems in accordance with regulatory and corporate requirements for shipboard and shoreside teams.
  • Develop health systems and applications using Microsoft PowerPlatforms, Azure, or in collaboration with external providers.
  • Analyse current state technology and processes to recommend solutions and systems that meet the requirements of shipboard and shoreside health systems teams, as well as government reporting.
  • Control the risk management process, costs, feasibility, and changes required for these systems, updating development plans and implementations as necessary.
  • Ensure all privacy, regulatory, and security requirements are met in the development and implementation of health systems, including permissions and security configurations.
• Health Data Analytics:
  • Oversee and manage the health information and systems team members and subject matter experts to collect, explore, clean, analyse, and visualize health services data using tools such as Python and PowerBI.
  • Work with the health information and systems teams to use different analytical techniques such as machine learning, statistical methods, or artificial intelligence, including the deployment of models to help provide insight and improve efficiencies.
  • Develop and maintain data pipelines, from databases and other sources, through to storage, data transformation, feature creation and visualization.
  • Ensure data integrity and accuracy by creating necessary validation methods of data.
  • Oversee the health information and systems team to create and generate accurate and timely analysis, models, and reports required for health services stakeholders.
• Project Management:
  • Develop all health information and systems projects using Agile, Scrum, or similar methods and report progress to leadership.
  • Work with product owners and subject matter experts to analyse the full development cycle of a product, enhancement, or report.
  • Support and collaborate with the health information and systems team members, product owners, subject matter experts and internal and external providers to ensure timely and cost-effective completion and implementation of requirements.
  • Coordinate with third-party vendors, for the evaluation and deployment of new electronic health records (EHR) versions.
• Electronic Health Records:
  • Ensure that appropriate privacy, security, and regulatory requirements are met with regards to obtaining, storing, sending, or transmitting of health records and other sensitive information for both shipboard and shoreside health services teams. 
  • Work with legal, regulatory, and Health Services teams to ensure that medical records are stored, destroyed or transmitted or sent in line with corporate policies and regulatory, privacy, and security requirements.
