The Temporary Manager, HR Recruitment will help the Austin Community College District’s HR department recruit the best possible applicants for full-time positions to support the College’s goals. Implements plans and tactics to recruit and assess qualified candidates for various HR positions. Collaborates closely with the Vice Chancellor, Human Resources, and other leaders within and outside of HR to meet the talent needs of the department. Works closely with HR hiring managers to lead the interview process and, upon hire, the onboarding plan and process for the selected candidate.Job Description:
Description of Duties and Tasks
Essential duties and responsibilities include the following. Other duties may be assigned.
- Researches current College and departmental practices, and other best practices for Human Resources recruiting, hiring, and onboarding. Implements recruitment strategies including outreach, training (as needed) and tracking in collaboration with the hiring manager.
- Creates and maintains candidate pools of qualified candidates through frequent contact and notifications of positions.
- Represents ACC and fosters strong candidate relationships in person, via telephone, email, social media, etc. which may include utilizing new technologies when necessary.
- Supports hiring committee members on development of screening and interview questions and assignments as needed.
- Ensures compliance with federal, state, and local requirements and follows College recruitment guidelines.
- Reviews resumes regularly and screens qualified candidates, making recommendations to hiring managers for further interview, given present and future needs of the organization.
- In collaboration with HR leadership, identify tools to recruit for open positions based on education requirements, job duties, specialized needs, or other hiring preferences.
- Acts as hiring committee chair or co-chair and coordinates interview process from initial screen, to first-round interview, final interview, offer, and onboarding.
- Coordinates with HR Vice Chancellor, Compensation, Employment, and hiring manager to ensure alignment of talent needs, hiring, and onboarding process.
Knowledge
Must possess required knowledge and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Applicable federal, state, and local laws, rules, regulations, codes, and/or statutes.
- Effective recruitment and candidate retention methodologies.
- Experience and knowledge of the recruiting issues and trends that affect hiring HR professionals.
- Training and development principles, practices,methods, and procedures for onboarding plans..
- Research and analysis.
- Sourcing and attracting candidates by using databases, social media, and other recruiting platforms.
- Program/project management principles and techniques.
- Social media outreach practices on multiple platforms.
