Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Fleet and Critical Site Infrastructure (FCSI) is looking for a motivated, self-starting Business Specialist to assist the FCSI Division. This position reports to the FCSI Operations Manager and is located at the NNSS in Mercury, NV. This position will interact with multiple layers of management and employees at MSTS. The candidate to fill this role will be detail oriented and have a high level of organizational skills. 

Position will have 5 key components: FCSI metrics, cause analyst, procurement subcontract preparer, budget analysis, and business oversight. 

 Key Responsibilities

  • FCSI Metrics
    • Prepare monthly, weekly and quarterly metrics, benchmarks and Key Performance Indicators (KPIs) to identify and track solutions from all available data sources (i.e., Maximo, Fleet Commander, caWeb, Risk and Issues Data, Geotab, iCon, and more). 
    • Maintain Power BI dashboard.
    • Track risks and issues to ensure Fleet, Fuel & Critical Infrastructure (FCSI) complies with company policies and DOE directives for safety, compliance, and business efficiency. 
    • Develop metrics using Excel Power Pivot tables, and Power BI to track financial data, work performance, fuel usage, and preventative and corrective maintenance performance.
    • Identify operational challenges resulting from the KPIs and metrics. 
    • Evaluate business data to identify areas for opportunity, such as more efficient use of existing software (Maximo data) and opportunity for using SAFER to create opportunities for tracking financial/budgets for fiscal year forecasting and budgeting. 
    • Become SAFER expert as a business analysis tool. Bring all of FCSI into SAFER and attend weekly meetings. 
  • Cause Analyst
    • Research and draft Root Cause and/or Cause Analyses in accordance with the ORPS program and processes established in DOE and company directives. 
    • Research company directives, Operational Procedures and interview managers, subject matter experts (SME) and various personnel in formulating a conclusion of the cause giving rise to an adverse or significant ORPS reportable event.
    • Evaluate and assign corrective actions resulting from the cause analysis.
    • Prepare Lessons Learned mandated from occurrence reports and cause analyses (CD-1000.201).
  • Procurement Subcontract Preparer
    • Become an expert in the procurement process for subcontracts. Have a full understanding of the procurement CDs and their processes. 
    • Fill out all necessary forms to either bring subcontractors on site and have services performed offsite. 
    • Become a Subcontract Technical Representative (STR) for the oversight of FCSI subcontracts.
    • Work closely with Procurement to ensure FCSI is in compliance with their subcontracts. 
    • Oversight of all open subcontracts. Monitor for scope, funding, and period of performances. 
  • Budget Analysis
    • Monitor FCSI budget. Understand how direct, indirect, service centers, and other components of budget work within FCSI.
    • Review budgets monthly and analyze charging to ensure we are being charged properly.
    • Make recommendations based on budget analysis for FCSI best business practices. 
  • Business Oversight
    • Perform research and data collection to develop white papers, management assessments and surveillances.
    • Liaise with external and internal customers in developing software roll-outs, to include Power BI and SAFER.
