Job Duties

The Human Resource Director executes and manages a comprehensive Human Resources Program aligned with, and supporting, agency objectives, strategies, and initiatives. The Human Resource (HR) program includes, but is not limited to, the following areas: Workforce and Succession planning, Organizational Development, Talent Acquisition and Retention, Total Rewards (Compensation and Benefits), Performance Management, Equal Employment Opportunity and other employment related laws, HR policy development and implementation, Employee Relations and communications, Employee Recognition, personnel records and transactions, and HR information systems. Throughout these HR areas, the HR Director ensures consistent and equitable application of HR policies, procedures, and systems within the agency. This leadership position reports to the Chief Deputy Director and is part of the Executive Management Team at DPOR, providing HR guidance, direction and consultation to the Agency Head, other members of the Executive Management Team, Directors, Managers, Supervisors, and employees of the agency.

This position provides workforce support in alignment with the Agency’s mission, vision, values, strategic goals and approved Objectives and Key Results (OKRs), ensuring effective recruitment, development, retention, and management of employees to enhance overall organizational success in compliance with legal and policy requirements.

As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state law and regulations.

TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 120 days before a specific telework schedule may be submitted for consideration.

Minimum Qualifications

• Experience leading multiple HR functional areas including, but not limited to, Class & Compensation, Employee Relations, Employee Training & Development, HRIS, Policy, Talent Acquisition, Total Rewards.
• Documented knowledge of HR laws and best practices acquired through coursework and/or experience to include ADA, EEO, FMLA, and FLSA.
• Significant experience leading high performing HR teams.
• Ability to think strategically and align HR initiatives with organizational goals and OKRs.

Additional Considerations

• Professional Human Resources certifications such as SHRM-CP preferred
