Overview
DecisionPoint Corporation is seeking a VP, Business Development to join our team! The VP, Business Development will serve as a senior growth leader responsible for expanding the company’s IT and cybersecurity portfolio within the Department of Defense (DoD) and Military Services. This executive will drive the identification, qualification, pursuit, and capture of high-value opportunities in mission IT, cloud modernization, cybersecurity, secure communications, and enterprise IT services.The VP will provide strategic direction, cultivate executive-level DoD and Military Service relationships, and oversee business development and capture on priority pursuits. As a key member of the growth leadership team, this individual will align market intelligence, customer needs, and corporate capabilities to achieve aggressive growth targets and strengthen the company’s position as a trusted IT and cyber partner to the Defense community.
Duties & Responsibilities
DoD Business Development Strategy
- Develop and execute a business development strategy focused on IT modernization, enterprise IT services, and cybersecurity within the DoD, including Army, Air Force, Space Force, and other Defense Agencies.
- Build and manage a robust, multi-year opportunity pipeline across IT and cybersecurity programs, enterprise contracts, and mission priorities.
- Strengthen relationships with senior defense customers, program managers, contracting officials, and mission stakeholders.
- Drive industry partnerships, joint ventures, and teaming arrangements to enhance competitiveness and expand solutions.
- Represent the company at defense industry events, military forums, and government-industry partnership engagements.
Capture Leadership
- Lead capture efforts for large-scale IT and cybersecurity pursuits, including enterprise service management, cloud adoption, zero trust, cyber defense, and secure networks.
- Define capture strategies, win themes, discriminators, and customer value propositions tailored to defense missions.
- Oversee solution development, teaming strategies, pricing models, and proposal readiness.
- Support color team reviews, lead Black Hat/Blue Team assessments, and drive competitive positioning efforts to maximize win probability.
- Recommend bid/no-bid decisions that prioritize strategic growth objectives and return on investment.
Proposal & Pursuit Excellence
- Partner with proposal operations and technical SMEs to deliver compliant, compelling, and differentiated proposals.
- Ensure proposal content highlights mission understanding, technical innovation, and measurable outcomes in cybersecurity and IT.
- Incorporate lessons learned and best practices from prior DoD pursuits into ongoing capture processes.
- Collaborate with engineering, cyber, operations, and program management leaders to align solutions with mission-critical requirements.
Qualifications
Qualifications & Experience: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily)
- 15+ years of experience in DoD-focused business development, capture, and proposal leadership in IT and cybersecurity.
- Demonstrated success in winning large-scale IT and cyber programs ($100M+) within the DoD and Military Services.
- Strong executive relationships with DoD and Military Service leaders, program managers, and acquisition decision-makers.
- Expertise in IT infrastructure, enterprise IT services, cloud modernization, zero trust, cybersecurity operations, and secure communications
Knowledge, Skills, and Abilities
- Expert knowledge of proposal best practices, Shipley methodologies, and government procurement regulations (e.g., FAR/DFARS).
- Strong leadership, team-building, and mentoring skills.
- Deep knowledge of Federal Acquisition Regulations (FAR/DFARS), DoD procurement practices, and defense contracting vehicles (IDIQs, GWACs, BPAs, OTAs).
- Excellent project management and organizational skills with the ability to manage multiple deadlines.
- Exceptional writing, editing, and verbal communication skills.
- Proficiency in growth and proposal development tools (e.g., Salesforce, GovWin MS Office Suite, Adobe Acrobat, SharePoint, and proposal automation tools).
- Ability to work in a fast-paced, deadline-driven environment with minimal supervision.
Preferred Qualifications:
- Experience in IT, digital transformation, cybersecurity and other related capabilities in the Federal space.
