What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience.  New hires are typically brought into the organization between $60,064 - $78,000/year, based on experience and education.  We also offer generous benefits for full-time employees which include but are not limited to:

Location & Schedule

This position requires working on-site five days per week at the Wellington E. Webb Municipal Building, 201 W. Colfax Ave., Denver, CO 80202. The regular schedule is a 40-hour work week, Monday through Friday.

Right of Way Enforcement (ROWE) is a division within DOTI responsible for enforcing regulations primarily within the public right-of-way, with a strong focus on parking compliance. ROWE provides a wide range of services, including parking enforcement, support for street sweeping operations, vehicle booting, ADA and bike lane safety enforcement, special event parking management, encroachment enforcement, and customer request management.

The division works collaboratively with other DOTI teams, partners with City departments that have enforcement responsibilities within their respective authorities, and supports parking-related actions administered through the Denver County Courts. Through these efforts, ROWE helps promote safe, accessible, and efficient transportation while supporting the mobility, economic vitality, and quality of life of the City and County of Denver.

As part of its continued commitment to customer service and operational excellence, ROWE has launched a new Parking Citation Administrative Review Program and is seeking a Business Operations Administrator to lead the team. In this role, you will oversee the day-to-day operations of the program, supervise a team of Parking Citation Review Technicians, and ensure operational efficiency, the consistent application of policies and procedures, and high-quality customer service.

Specifically, as a Business Operations Administrator you will:

  • Provides leadership, supervision, and operational oversight of the Parking Citation Administrative Review Program, including a team of Parking Citation Review Technicians responsible for citation review and case processing.

  • Ensures parking citation reviews and related determinations are conducted accurately, consistently, and in accordance with City ordinances, policies, procedures, and established guidelines.

  • Serves as a technical advisor to staff on complex or sensitive citation reviews, case dispositions, records management, and interpretation of applicable policies and procedures.

  • Oversee the resolution of escalated or complex public inquiries, complaints, and disputes related to parking citations, ensuring appropriate and timely resolution.

  • Develops, recommends, and implements operational procedures, workflows, and program improvements to enhance efficiency, consistency, and customer service within the review program.
