This role is categorized as hybrid. This means the successful candidate is expected to report to Washington, DC, three times per week, at minimum.

At General Motors, Global Public Policy is a first-in-class team that drives growth opportunities through public policy advocacy. Our business-led advocacy and engagement around the world is built upon four strategic pillars:  
1.    Profile & Visibility – Advancing GM’s leadership and relationships with policy stakeholders
2.    Strategic Insights – Providing political and policy counsel that support GM’s operations and goals
3.    Policy Development – Influencing policy to drive growth opportunities
4.    Market Development – Supporting business opportunities through governmental engagement

The Senior Manager, Strategic Initiatives will be a key member of GM Global Public Policy’s Strategic Initiatives team, which is responsible for identifying and assessing growth opportunities, emerging risks, and long-term trends; informing and strengthening advocacy; and driving integration of enterprise and policy priorities.  

Reporting to the Executive Director of Global Strategic Initiatives, the Senior Manager will be responsible for developing and implementing multi-faceted campaign strategies to advance GM’s policy priorities and expand GM’s network of policy influencers.

The Senior Manager will manage issues, advocacy, and engagement around critical labor, technology, and supply chain issues that impact GM’s operations worldwide.

The role requires a highly organized self-starter with demonstrated experience in developing and executing multi-faceted advocacy campaigns. The Senior Manager will have proven relationships with both Republicans and Democrats in the U.S. on the issues of labor and technology. Demonstrated experience in working with international governments, in particular Mexico and Canada, is preferred.

The Senior Manager will also possess proven analytical and communications skills, a successful track record of collaboration, a strong stakeholder network, and a strategic, results-driven approach.

What You'll Do

  • Campaign Management:

  • Develop, execute, and manage multi-faceted advocacy campaign strategies that enable business opportunities for GM in the U.S. and markets worldwide

  • Integrate and align GM enterprise activities and strategic priorities across a range of workstreams and functions with relevant policy advocacy and engagement efforts

  • Support and inform advocacy and engagement efforts on labor and technology policy issues and their impacts on automotive value chains (e.g., immigration, organized labor, workforce development, data, cybersecurity, connected vehicles)

  • Issues Management:

  • Develop and manage a portfolio of labor and technology issues with a focus on industrial policy and U.S. competitiveness,

  • Drive and align efforts with internal leadership and subject matter experts, including Global Public Policy teams, Communications, Finance, Legal, and core business functions

  • Stakeholder Engagement:

  • Strengthen third-party and stakeholder relationships and platforms that enhance the advocacy efforts by GM’s Global Public Policy team and drive thought leadership and positioning for GM

Your Skills & Abilities (Required Qualifications)

  • Bachelor’s degree in public affairs, government, communications, or a related field

  • 10+ years of professional experience

  • Strong written and verbal communication skills with the ability to interact with all levels and across functions, using both technical and non-technical verbiage (two writing samples required)

  • Policy stakeholder network and substantive experience in working with a broad range of government officials and policy influencers in the U.S. and international markets

  • Understanding of policy issues of interest to the auto industry (e.g., resilience, trade, geopolitics, trade policies, connected vehicles and transportation technologies and services, manufacturing and supply chains)

  • Excellent project management skills with a successful and measurable project delivery record; capable of setting priorities, meeting deadlines, and managing projects
