General Description and Classification Standards:
The individuals in this position conduct thorough, detailed, unbiased, and timely investigations for the City of Atlanta, Department of Watershed Management, Office of Safety and Security. Duties and responsibilities include but are not limited to ensuring that City employees and assets are protected and secured. This is a highly experienced professional, who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas. They will investigate both internal and external reported cases. This is an essential employee position and must be willing to work on call assignments. They must have the ability to work independently in different environments and in varying inclement weather conditions.

Works under supervision and may work with others on the completion of assigned tasks.
Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
- Conducts interviews of City employees, witnesses, and other individuals in an investigation that includes, but is not limited to misconduct, workplace violence, and theft. Investigates assigned internal and external complaints. Prepares investigative summaries, investigative correspondence, and status reports and submits report of investigation (ROI) for management review.
- Review and enforces the City Ordinances of violations for illegal services and illegal connections.
- Determine liability of violation and with stand actions that are taken.
- Highly effective interpersonal communications skills with constituents, staff in every aspect of the job.
- Maintains a close working relationship with different departments and collaborates closely with outside agencies.
- Maintains investigative files, provide assistance and direction as needed. Examines and reviews various documents to establish facts and establish authenticity of data, writes and issues court citations, and provide assistance in the prosecution of felony and misdemeanor court cases. Testifies in court (Criminal Cases), civil service board hearings and other legal proceedings as needed on the behalf of the City of Atlanta.
- Locates and interviews employees, defendants, witnesses, citizens and police officers and others as necessary to verify the facts indicating violation of the law (Non-Criminal Cases), city code and department policy and procedure bulletins. Communicates with supervisors, managers, department heads and other staff to review findings and otherwise provide information for any actions deemed necessary.
- Maintains ongoing relationships with other law enforcement agencies.
- Must be proficient in computer skills to include but not limited to Microsoft office and Internet research.
- The ability to operate a computer, surveillance equipment and other city issued equipment in an effective and efficient manner.
- Reviews claim files, gathers information, evidence and other discovery data associated with on-going investigations.
- Prepare charts to be used for discussion and make presentations thereof for briefings and/or correspondences.
- Investigators must maintain a valid driver’s license; and or not limited to duties of
- Shuts off water at the meter for emergencies
- Restores water service when accounts are in compliance with DWM Ordinance
- Disconnect (turn off and lock meter) water service when accounts are not in compliance with DWM Ordinance
- Disconnects water service on delinquent customer accounts
- Verifies meter identification numbers on previous or newly installed meters to ensure accuracy.
- Uses map and data base book to locate customer addresses and meters.
- Performs light manual labor in cleaning out meter boxes, dipping water out of meter boxes and lifting lids off meter boxes
- Reviews work orders for customer account disconnections, reconnections and re-read; Create, update and close-out active work orders real time.
Knowledge Skills and Abilities:
