Your Specific Responsibilities:
This position functions as the Prevention and Training Consultant (PTC) in the HIV Program. This position requires knowledge of high impact prevention strategies, and the ability to collect, compile, and analyze data. Requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. The incumbent is responsible for implementing and maintaining a routine HIV testing program by identifying, recruiting and educating external clinical providers and community partners in Area 15 (Indian River, Martin, Okeechobee, and St. Lucie Counties). The incumbent will provide education on HIV/STD/hepatitis testing and associated processes and public health and specific HIV/AIDS programs (Linkage to Care, prevention services, patient care services) to these external partners. The incumbent will organize and participate in HIV/STD/hepatitis outreaches including conducting induvial counseling and testing. The incumbent will work under the supervisor of the Public Health Services Manager- B-SES.
Prevention and Training Consultant (PTC):
Ensures sufficient delivery of high-impact prevention activities, interventions, and/or strategies targeting HIV-infected and high-risk negative priority populations based on local priorities and resources. Provides capacity-building assistance (CBA) to local community-based organizations. Ensures condoms are available and readily accessible to all high-risk populations in assigned the area. Establishes positive collaboration with other DOH programmatic staff in the area of Disease Control. Assists the Early Intervention Consultant in ensuring testing is available and readily accessible to all high-risk populations in assigned area.
Responsible for developing, and maintaining an active, consistent outreach plan and calendar/schedules for targeted outreach to high-risk identified populations and zip codes regarding HIV/STD/hepatitis counseling and testing, Linkage to Care, HIV prevention and awareness services, routine HIV testing, PrEP and PEP via collaboration with various organizations, community vendors/stores, and medical providers within Area 15. Proactively build strategic and effective community outreach via community health fairs, community events, venue-based outreach, street outreach and outreach to CBOs. Ensures that all services are provided in a culturally competent way.
Coordinates and/or directly provides HIV/STD/hepatitis counseling and testing with the current preferred method and following all FDOH policies and procedures to clients within Area 15. Utilizes state and county vehicles to attend outreaches and see clients.
Acts a primary source of contact among staff and outside entities for outreach activities; delegates duty of outreach lead as needed. Ensures staff is trained on outreach duties and expectations as a lead and participant. Maintains outreach logs, incentive log and monthly reports. Maintains outreach incentives and supplies are restocked as applicable.
Develop, route for approval, and distribute educational materials and promotion of events related to HIV prevention for individuals or groups at risk, health care providers and community agencies. Includes social marketing in outreach plans to influence target populations as needed.
Participates on ≥90% PTC calls, workgroups, and meetings.
Complete and submit PTC Annual Work plan, and Quarterly Reports by the deadline.
Maintains adequate quality control documentation related to incentives, promotional items, and literature. Encourages use of the local and statewide review process; Condom distribution and quarterly distribution reports; Training and capacity building
Routine Testing:
Identifying potential HIV/AIDS Testing and Prevention partners, recruiting, training, and providing technical assistance and support to community clinical providers (satellite, walk-in, urgent care, hospital emergency departments, medical clinics, CHDs) within Area 15. The incumbent will also facilitate partnerships with non-clinical organizations (CBOs, businesses, shelters, food pantries, parks, colleges, faith and business-based organizations) for HIV prevention.
