Job Description Summary:

We're seeking an exceptional leader for our Program Management Organization leveraging a Hybrid-Agile methodology. In this pivotal role, you'll lead a global team of skilled program managers, overseeing strategic planning, leading core cadence routines, driving execution, and establishing ‘industry best practices’ in governance. Additionally, you'll provide leadership with visibility on our progress towards commitments, spearhead organizational change initiatives, and take the lead in enterprise-level strategic planning and OKR/KPI monitoring/reporting all while mentoring and coaching your program management team to elevate their performance.

About the PMEP Organization: The PayPal Commerce Platform, Merchant Experience & Payments (PMEP) organization plays a central role in how we serve our merchant customers. PMEP is responsible for orchestrating the underlying payments planform which many of our small and medium sized businesses leverage to accept payments. The organization is also responsible for ensuring best-in-class merchant experiences throughout the lifecycle of their payments including developer ecosystems, onboarding, reporting and reconciliation.

Key Responsibilities:

Portfolio Management Governance: Lead project/program governance efforts to foster team excellence including stakeholder management, resource planning, cross-functional coordination/communication, risk, and dependency management.  Provide a governance structure to proactively identify interdependencies, risks, resource constraints and program impediments so that these issues can be quickly addressed or escalated as necessary to ensure timely resolution. Implement best practices for program and project execution, ensuring projects are delivered on time, within business case scope/budget, and with high quality. Keep leadership informed and up to date about the status/progress of committed work and/or all relevant or useful information relative to the portfolio’s day-to-day activities.

Product Lifecycle Management: Drive the adoption and management of program implementation in accordance with the company’s product lifecycle management framework. Collaborate closely with product, business and engineering leaders who oversee execution. Foster alignment between projects and comprehensive launch strategies for new product capabilities, including geographic scope, precise timing, and effective ramp-ups. Lead planning efforts and cadences to create consolidated release/program roadmaps, ensuring seamless alignment with enterprise planning objectives.

Enterprise Governance: Establish and/or maintain enterprise project/program management methodologies, including processes, engagement rules, tools, metrics, and policies to optimize resource allocation, project timelines, and funding utilization. Implement governance structures and cadences for teams to provide leadership with enhanced visibility, facilitating data-driven decision-making within an OKR/KPI paradigm.

Strategic Planning: Lead the development and execution of enterprise-level strategic planning processes, aligning projects and program roadmaps with the organization’s overarching vision and OKR’s.  Ensure that all initiatives are strategically positioned to maximize their contribution to the company’s long-term success.

Process Improvement: Assess current methodologies, identify gaps vs. best practices, and continuously improve the process to support our aggressive deployment schedule. Maintain awareness of cross-product/program synergies and actively communicate opportunities to simplify or better align work across teams. Keep current on emerging trends/developments and grow knowledge of the business, related tools, and techniques.

Global Team Leadership: Lead, mentor, and coach a diverse team of program managers across different geographies, fostering their professional growth and excellence. Lead program retrospectives and commit to continuous improvement.
