About the position:
The Illinois Board of Higher Education (IBHE) is seeking an Assistant Chief Accountant/Procurement Officer in the Fiscal Operations Unit, reporting to the Chief Financial Officer.
This is a covered position under the State Universities Civil Service System.
The Assistant Chief Accountant/Procurement Officer will perform a variety of complex and professional accounting, analysis, and auditing functions including but not limited to preparing journal entries, assisting with budget preparation and reporting requirements. Additionally, the person in this position will serve as the Agency’s Procurement Officer and BEP Compliance Officer, ensuring compliance with State of IL procurement and preferred vendor selection processes (including filing required reports).
The ideal candidate will have extensive accounting skills, strong analytical, critical thinking and organizational skills, previous experience with state Accounting and Procurement systems, and be committed to attention to detail.

Accounting Functions:
- Prepares monthly journal entries
- Disburses monthly expense reports to Senior Staff
- Serves as lead for Agency asset inventory which includes coordinating recording and submitting to CMS
- Serves as lead on all fiscal compliance reporting.
- Act as lead with Agency compliance audits and maintaining records
- Assists the CFO with preparation of the Agency’s annual budget (ISL’s) and other reports as required
- Performs analysis of agency financial data for ad hoc reports, including for audits

Procurement:
- Serves as the primary Agency contact with the Central Management Services (CMS) Procurement office
- Maintains expertise on Illinois state law and rules related to procurement
- Enters procurement data, as required by state law and rules, into the state procurement system (BidBuy)
- Works with the agency project managers to determine subcontracts that meet the threshold for financial disclosur
