About the role

The City of Johnson City, Tennessee is accepting online applications for a Program Supervisor. This position is located in the Parks and Recreation Department and is responsible for the administrative and supervisory work planning, coordinating and overseeing the operation of a comprehensive recreation program for all ages that operates year-round at various parks and recreation facilities; and does related work as required or assigned. An employee in this class plans, coordinates, and supervises a variety of recreational and leisure time activities for youth, adults and seniors in the community. Supervises programming staff in senior and/or recreation programming. Work involves considerable planning and scheduling of activities and contact with participants, parents, and instructors. Employee modifies existing and develops new programs in concert with the requested needs of citizens; coordinates activities with center staff throughout the department; and supervises the implementation of programs. Work is performed in accordance with departmental rules and policies and requires judgment and discretion in the application and interpretation of policies and procedures. Work is performed under the general supervision of the Recreation Services Manager and is evaluated in terms of program effectiveness, and through observation, discussions, and public acceptance/feedback.

Essential Functions of Position:

  • Answers a high volume of face-to-face, telephone, email and other correspondence for programming or center schedule; puts together the recreation community program sheet/flyers and sends programming information to the Parks and recreation Public Information Specialist;
  • Plans, organizes, and promotes recreation activities for youth, adults and senior citizens including such programs as leisure classes, special events, senior events and trips, and other activities; arranges schedules, locations, and personnel to staff such activities.
  • Evaluates programs through feedback, participation, and observation to determine future program offerings;
  • Assists in the handling of public complaints, scheduling and operational decisions in the absence of superiors;
  • Compiles comprehensive reports of departmental operations; assists in studies of operational problems;
  • Facilitates Senior Day trips and activities, may drive 15-passenger van.;
  • Recruits instructors for youth and adult special and instructional programs; interviews and recommends instructors; instructs and supervises volunteers; reviews and assures standards and requirements are being met;
  • Represents the department on selected committees;
  • Supervises full-time, part time and temporary staff year round and/or for seasonal programs; interviews and recommends hiring; trains, coaches, evaluates performance and recommends continued use;
  • Registers participants for various programs and events; collects fees and completes proper forms;
  • Maintains various records of events;
  • Interprets administrative decisions and policies as explained by a superior;
  • Performs related tasks as required;
  • Assist manager or director with special projects and analyze trends and best practices

Required Knowledge, Skills and Abilities: Minimum qualifications of a Bachelor's degree in parks and recreation administration, leisure studies, physical education, recreation management or a related field and two [2] years of supervisory experience; thorough knowledge of principles and practices of recreation programming; thorough knowledge of management and organizational skills; thorough knowledge of public relations techniques and ability to interact with the general public and division staff; general knowledge of office practices and procedures; thorough knowledge of the operations of a comprehensive recreation program system of applications of leisure philosophies for serving a diverse general public; general knowledge of computer related skills in spread sheets and other reporting programs; knowledge of budgetary procedures and alternate funding resources; knowledge of alternative program resources; ability to work independently; ability to direct and delegate work; ability to plan and supervise the work of others; ability to develop leadership among staff; ability to adeptly handle multiple priorities; ability to be creative and proactive; initiative and resourcefulness in solving administrative problems; and possess a strong customer service orientation.

Acceptable Experience and Training: Graduation from an accredited college or university of recognized stand
