As the Administrative Manager (PSCC), you will oversee and direct the central administrative functions of the Public Safety Communications Center (PSCC).

Administrative Manager (PSCC)

Serves in the Public Safety Communications Center (PSCC) of the Office of Public Safety, located at Ronald Reagan Washington National Airport.

This role involves managing fiscal and budget operations, human resources, training, quality assurance, and project management within the department. Ensures efficient daily operations, supervises staff and coordinates closely with other departments and external agencies to support the overall mission of the PSCC. Performs related functions.

GENERAL RESPONSIBILITIES

Plans, organizes, and manages the administrative functions of the PSCC department. Provides leadership and direction to the department’s administrative team to ensure smooth daily operations.

Responds to inquiries from the Airports Authority personnel and external agencies, offering guidance and clarification on administrative matters.

Oversees financial planning for the PSCC, including the preparation and implementation of the annual budget.

Assists in long-term financial planning, and capital project programs, and exercises decision-making authority related to financial management within the department.

Maintains fiscal oversight, ensuring budget compliance and financial integrity.

Supervises the recruitment, training, development, and performance management of the PSCC’s administrative staff.

Fosters a positive work environment through mentoring, coaching, and effective management of personnel.

Resolves interdepartmental issues and personnel matters, ensuring a collaborative approach to problem-solving and operational efficiency.

Prepares and reviews written policies, memos, and correspondence related to PSCC operations.

Ensures that all documentation is clear, accurate, and aligns with organizational goals and policies.

Collaborates with assistant director-level staff and department heads to manage and direct approved projects, ensuring they adhere to the Authority’s executive policies and are completed on time and within budget.

Performs other duties as assigned.

QUALIFICATIONS

Five (5) years of relevant experience in administrative leadership including budget oversight, policy development, and project coordination.

Included in your five years of experience must be at least two (2) years in a supervisory capacity managing administrative teams and functions.

Experience in public safety communications and familiarity with 9-1-1 dispatch, CAD systems, and radio communications.

In-depth knowledge of public safety operations, and response procedures for Police, Fire-Rescue, and EMS.

Knowledge of methods and procedures for administration of a department.

Strong leadership and team management skills, with the ability to develop staff and manage performance effectively.

Excellent communication skills, both verbal and written, with the ability to present information clearly to diverse audiences.

Knowledge of budgeting, financial oversight, and administrative management practices.

Ability to collaborate with diverse stakeholders and maintain effective working relationships.

Must have never been convicted of a felony or serious misdemeanor.

Skill in using a computer, and modern office suite software, with an emphasis on computer-aided dispatch systems and public safety databases.

PREFERRED QUALIFICATIONS

Project Management Professional (PMP) or equivalent certification.

CERTIFICATIONS AND LICENSES REQUIRED

Certification from the Virginia Criminal Information Network (VCIN) is required within three (3) months of hire, promotion, or placement in the job.

EDUCATION

High school diploma or a Certificate of General Educational Development (GED)

NECESSARY SPECIAL FACTORS

Must pass a comprehensive medical examination, drug screening, and psychological evaluation.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies.

May serve as the PSCC representative during Emergency Operation Center activation.
