Job Description Summary

Serves to represent Weld County Department of Human Services (WCDHS) at meetings regarding pertinent topics related to Department programs as requested by the Director. Performs high level analysis of proposed programs, policy and rules which may impact the Department and the clients served. Will acquire the knowledge and understanding of County, State, and Federal laws, policies, and processes necessary to recommend and draft position papers, participate in stakeholder meetings and advocate for the approved Department position. Will advise and solicit feedback from the WCDHS leadership regarding proposed federal and state changes to programs and performance metrics.

The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

Job Description

The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  

Program & Policy Oversight (30%):

  • Administers the Department’s development of and response to regulation or policy changes that may specifically impact programs within the Department.
  • Composes correspondence, talking points and position papers on relevant topics which may be used to advocate for specific policy changes, to testify at various state hearings and to inform the public of changes which may impact them.  
  • Completes analysis and review of pending federal and state proposals, priorities and issues and the potential impact on the Department.
  • Attends high-level state and county meetings and strategic planning sessions for the Director on topics related to statewide issues that impact populations served, staff workload, programmatic requirements, and funding.
  • Advocates for changes and/or improvements to programs and/or policies that will improve outcomes for WCDHS clients.

Program & Policy Analysis (35%):

  • Analyzes internal processes and procedures and recommends changes based on efficiencies, outcomes and client and staff experiences.
  • Recommends strategies and policy initiatives to the WCDHS leadership team.
  • Analyzes, monitors, and interprets the financial impacts of new state and federal proposed legislation and provides Department financial information for inclusion in legislative fiscal notes.
  • Analyzes, interprets, and summarizes client and/or provider data in preparation for generation of statistical and analytical reports.

Collaboration/Administration (25%):

  • Prepares and presents written and/or verbal reports for the WCDHS leadership.
  • Seeks out and actively participates in State, County and community organization committees and workgroups that are pertinent to current topics or events. 
  • Uses participation to promote or maintain WCDHS’s presence in the meetings and gain an understanding of community issues and resources. 
  • Uses information gained to make recommendations that will improve delivery of current program services and develop additional preventative programs and practices. 

Other Duties as Assigned (5%):

  • Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.
  • Understand and implement rules and regulations for Human Services organizations, as detailed in the Code of Colorado Regulations.
  • Understand and implement rules and regulations for Child Welfare organizations in Colorado outlined in the State of Colorado Department of Human Services Volume 7 guide
