Overview
The Housing Compliance Administrator monitors and coordinates the activities of City departments, offices, and agencies involved in the implementation of housing programs, projects, and activities required under the Walker Consent Decree.
Essential Functions
Directs, oversees, manages, and administers the activities of the Office of Housing Compliance within fiscal, legal, regulatory and policy constraints; monitors and maintains housing compliance standards across housing programs and services offered throughout the City.
2 Coordinates, facilitates, manages and supports departmental activities, develops detailed implementation plans and schedules, monitors monthly expenditures, and audits program performance for compliance with the Walker Consent Decree.
3 Prepares, drafts, and documents quarterly activity reports to the Special Master identifying progress on Walker Consent Decree activities and other housing compliance programs.
4 Assists, supports, and works collaboratively with the City Attorney in preparing responses to issues and concerns raised by the Special Master or plaintiffs.
5 Prepares and presents information related to housing issues to City Council Housing Committee, City Manager, Citizens Advisory Group, and other agencies.
6 Assists in the development of the annual City budget in areas related to activities of other departments required under the Walker Consent Decree.
7 Develops and monitors implementation strategies for a housing production plan utilizing Federal funding programs and development incentives directed toward the creation of low income housing.
8 Negotiates and administers contracts with the Dallas Housing Authority and the Walker Project, Inc. to fulfill obligations.
9 Performs any and all work as needed or assigned.
Knowledge and Skills
Knowledge of Chapter 394 of the Texas Local Government Code
2 Knowledge of affordable housing and community development.
3 Knowledge of housing development, finance and project management, including development of budgets, cash flow/operating proformas, financial sources and uses statements, metrics.
4 Knowledge of housing and real estate markets, zoning and building codes.
5 Knowledge of HTC and private activity bonds
6 Ability to use tax-exempt bonds for financing in the development costs of residential developments
7 Ability to conduct analysis for multifamily Housing Tax Credit (HTC) properties including present value calculations, multi-year proforma trending, basic financing, and comparison of future property projections.
8 Ability to prepare and draft detailed financial analysis for each prospective multifamily investment.
9 Ability to monitor properties to ensure compliance with applicable affordability, compliance fees, and all covenants including but not limited regulatory agreements and land use restriction agreements.
10 Ability to manage portfolios, prepare reports, and compile market research and analysis.
11 Communicating effectively both verbally and in writing.
12 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION
- Bachelor’s degree in Finance, Public Administration, Development & Construction, Audits & Compliance, Business Management or related field.
EXPERIENCE
- Five (5) years of experience in audit reviews, regulatory monitoring, and collaboration with corporations and developers.
AND
- Three (3) years of experience with supervisory/management responsibilities.
