About the role

Minimum Qualifications for GS-11: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service, performing 3 or more of the following: Assisting with studies that identify and resolve problems in workflow, operations, or productivity; Collecting and analyzing data to measure work output and support recommendations for improvement; Preparing reports that summarize problems, present options, and suggest solutions; and Coordinating with team members and other offices to assist with implementing recommended changes into practice. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12: Specialized Experience: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service, performing 3 or more of the following: Performing studies of programs or operations and recommending changes that improve results across an office or organization; Analyzing data to identify trends and turning the results into clear recommendations for senior leaders; Creating measures of program performance and reporting outcomes through written reports and briefings; and Advising colleagues and partner organizations across multiple offices and guiding the rollout of new procedures. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
