The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.
We are currently seeking an experienced professional to serve as an Accountant Senior, reporting to the Accounting Manager. This position is critical to agency and the Division of Finance’s General Accounting Section with major functionality in the Accounts Payable Unit. The AP Unit is responsible with the daily audit, review and processing of all Vendor Payments, Inter-Agency Vouchers (IAT), Petty Cash Vouchers, X-Batches and Revenue Refunds submitted to ensure compliance with Agency policies and procedures and Commonwealth Accounting Policies and Procedures Manual (CAPP).
The duties include:
• Adhere to GAAP, State and Federal policies and procedures.
• Independent oversight of the Disbursement Authorization Process performing financial analysis while analyzing, compiling, and preforming data management of signature changes for accurate payment approver, account code and communicating with a diverse population from executive management to staff.
• Auditing agency 765 travel vouchers, invoices and ATAs.
• Create administrative accounting transactions in Cardinal for Office of Children Services, Agency 200, to include auditing and keying travel vouchers, invoices and ATAs, ensuring accuracy in coding, policy interpretation of travel/expenditures regulations and compliance to established internal controls.
• Perform daily FAAS payment interface run, analyzing accounting entries that were created to determine accuracy of system processing, balance of funds and payment document agrees with working papers prior to submission to the Department of Accounts (DOA) in accordance with the Commonwealth Accounting Policies and Procedures Manual (CAPP).
•Independently, process transactions to create monthly LASER invoices and interface into agency’s internal system (FAAS), while resolving all system coding problems.
• Maintain Accounts Payable voucher log to include the entire scope of tracking financial transactions.
• Provide direct support to the AP and General Accounting Managers and Controller in producing mandated reports and analyses.
Minimum Qualifications
• Demonstrated ability to apply Generally Accepted Accounting Principles.
• Demonstrated ability to apply and adhere federal, state, and internal policies and guidelines while determining and reporting outcomes.
• Extensive knowledge of Accounts Payable policies and procedures working in an automated work environment, meeting deadlines and prompt pay compliance
