Description:

MassDEP seeks applicants for the position of Section Chief for Drinking Water (Environmental Analyst V) (EAV).  This position is assigned to the Central Regional Office (CERO) Bureau of Water Resources (BWR) and is responsible for supervision and management of the CERO Drinking Water Program unit and staff.  The position directly oversees staff work assignments for Sanitary Survey inspections, permits, enforcement actions, MEPA reviews, and compliance reviews.  Additionally, the position manages the program’s regional data and record management; coordinates with other BWR programs; provides technical assistance and outreach to stakeholders and municipalities with timely and accurate information; implements Human Resource activities such as hiring and EPRS reviews; supports the CERO management team; and supports Boston office by participating in the development of policies, regulations, and guidance for the Drinking Water Program.

 

Specific duties and responsibilities include, but are not limited to, the following:

  • Supervise and manage CERO DWP staff;
  • Oversee compliance and enforcement activities for the program; 
  • Oversee the assignment, review, and issuance of DWP related permits and approvals;
  • Provide timely response to complaints and inquiries from the public;
  • Oversee data management and tracking systems including maintaining program records using standard naming conventions and methods;
  • Identify training needs for staff;
  • Encourage technical assistance and pre-application meetings for stakeholders;
  • Provide and participate in educational workshops for stakeholders; 
  • Take steps to ensure high-quality and timely communication with stakeholders, including reviewing written work products for clarity, grammar, tone, and content;
  • Conduct EPRS for staff in accordance with DEP policies, including providing regular feedback to staff on performance;
  • Communicate potentially controversial issues, meetings with municipal leaders (BOS, Mayor, TA), legislature inquires, and/or press inquiries to the DRD and RD as appropriate;
  • Work with the DRD, Chiefs, and Program Directors to identify priorities and areas for operational improvement;
