SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City of New York’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the City’s expense and capital budgets, which fund the activities of approximately 90 City agencies and entities.

The Community Development Block Grant – Entitlement and Disaster Recovery (CDBG-EDR) Unit oversees the City's Community Development Block Grant awards, which are administered by the U.S. Department of Housing and Urban Development (HUD). Congress established the CDBG Entitlement program in 1974 to provide annual grants for housing, economic development, and other projects that principally benefit low- and moderate-income persons. The City uses CDBG funds for various activities such as housing code enforcement, emergency housing repairs, public services (e.g., day care, recreational activities, senior services), historic preservation, planning activities, etc.

The CDBG - Disaster Recovery (CDBG-DR) program provides funding to address a wide range of needs following presidentially-declared disasters. The City currently manages CDBG-DR allocations related to Hurricanes Sandy and Ida. Funded programs focus on disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and making the City more resilient to the impacts of climate change.

The CDBG-EDR Fiscal Unit oversees the budgets for each grant including participating in the City’s four-phase budget cycle; monitors expenditures using the City’s Financial Management System (FMS); seeks federal reimbursement for eligible expenditures; coordinates and prepares financial reporting to the federal government; and confirms that the City meets various thresholds applicable to the grants.

JOB DESCRIPTION:

The duties of the position include, but are not limited to, the following activities:

- Monitor CDBG-DR funds awarded to the City.
- Review invoice documentation for accuracy and completeness.
- Become proficient in the use of the City’s Financial Management System (FMS) and the City Human Resource Management System (CHRMS).
- Monitor funded positions in assigned agencies through the NYCAPS system and Planned Action Report (PAR) review and analysis process.
- Manage retention of data and documentation.
- Become proficient in HUD’s Disaster Recovery Grant Reporting system (DRGR). Prepare and implement drawdowns against the CDBG-DR Letter of Credit using this system.
- Work closely with other OMB units and City agencies for documentation and tracking of project data/spending.
- Fiscal contributions to the maintenance of the DRGR Action Plan, Quarterly Performance Report, and ad-hoc reports as needed. 2. Coordinate with HUD for enhancements and improvements to systems and operations. 3. Provide budget and obligation updates as needed. 4. Crosswalk with GMS, other systems, and reports. 5. Assist agencies with voucher revisions, as needed. 6. Ensure GMS voucher and activity data align with DRGR. 7. Maintain DRGR Action Plan related to Fiscal changes
- Work closely with all entities that may be involved with CDBG-DR funds including, but not limited to, the New York City Comptroller’s Office, HUD, and independent auditing firms during the Single Audit.
- Prepare City fiscal year close reports in conjunction with the Comptroller’s Office close.
- Prepare monthly fiscal reports; as needed status reports; and all other budget, allocation, and expenditure reports and exercises.
- Monitor CDBG-DR Program Income revenue.
- Monitor CDBG-DR-funded expense and revenue accruals on a day-to-day basis.
- Act as the liaison for the CDBG Fiscal Unit in the effort to further develop a Hurricane Ida grants management system.
- Produce special reports and participate in ad hoc projects, when necessary.

- Exceptional interpersonal skills and the ability to maintain working relationships with staff and government agencies with utmost professionalism.
- Excellent communication skills, both verbal and written (with an ability to write memoranda, reports, etc.).
- Ability to self-motivate and work independently with minimal supervision when necessary.
- Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
