Manager, Special Programs

The Manager, Special Programs establishes enterprise-level guidance that facilitates efficient, effective and customer service orientated operation of RAND’s SCIFs and SAPFs. This position provides strategic guidance, priorities and mentorship for the CSSO/CPSO team that is focused on supporting a robust security program for several projects, at multiple locations and in a dynamic environment. Independently, this position interacts with research project leadership and teams to develop and coordinate SCI and SAP efforts and communicate those needs to FFRDC Division security managers. The Manager, Special Programs works as a team player, exhibits flexibility, manages priorities and meets customer expectations in a fast-paced environment. This position identifies opportunities to grow capability, improve technology, etc. to better support the business needs and sponsors. This position interacts with internal and external customers or government security officials in the performance of duties and builds strong professional relationships.

Duties

  • Perform the following:
    • Supervises daily operations, tasks and work priorities for CSSO/CPSOs at multiple geographic locations.
    • Develops and implements enterprise-level policy and procedures for operations at all RAND locations.
    • Work closely with the Manager, Security Services to ensure that applicable standards are incorporated into facility upgrades and maintenance. 
    • Develop and maintain strong working relationships with multiple DoD, Intelligence Community, DoDSAPCO, Contracting Officer Representatives (COR), etc.
    • Work closely with the Manager, Personnel Security to ensure that SCI access processing is conducted in accordance with sponsor requirements.
    • Oversees site preparation for government agency audits/assessments/reviews and implement corrective actions.
    • Directs periodic self-inspections and conducts security incident investigations; document results and corrective actions taken.
    • Prepare documentation to request SCI and SAP access and maintain access records.
    • Brief and indoctrinate personnel on the proper application of security procedures.
    • Interpret and provide classification guidance to employees. 
    • Ensure enterprise-level implementation of required security measures to maintain a SCIFs and SAPFs in accordance with applicable Intelligence Community Directives, Department of Defense 5205.7 Volumes 1-4 SAP Security Manual, the 32 CFR Part 117, other applicable government regulations, and local RAND procedures
    • Perform duties as site CSSO/CPSO (as needed)
  • Document control related activities:
    • Maintain document control on those items that require accountability; perform classified destruction functions; log classified materials in/out; prepare receipts as appropriate and annotate in database.
    • Review of classified documents and ensure material is properly marked, stored, received and transmitted.
    • Preparing courier documentation.
    • Perform duties as Removable Media Custodian (RMC)
  • Visit and meeting related activities:
    • Receive and send SCI clearances via DISS and fax; serve as a liaison to facilitate visits with other industry and government agencies as needed.
    • Facilitate and assist with meetings held in the SCIF.
  • Computer related activities:
    • Assist – in a non-technical role – with the functioning of the Joint Worldwide Information Communications System (JWICS), and Multiuser Stand-Alone (MUSA), CV2, AF7, etc. and submit trouble tickets, as needed.
    • Assist the research staff with general questions pertaining to network systems.
  • May perform COMSEC duties.
  • Prepare security reports as required.
  • Perform other duties as assigned.

Basic Qualifications

  • Commitment to security - creating and delivering the highest value to customers.
  • Knowledge of applicable Department of Defense Directives including DoD Manual 5105.21 (SCI) series, 32 CFR Part 117, SEADs, ICDs and other appropriate regulations.
  • Experience dealing with US Air Force, US Army and Intelligence Community customers.
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
  • Resourceful in solving problems and capitalizing on opportunities
  • Ability to interpret company and government security policies and apply them to program operations.
  • Must have discretion and proven customer service skills.
  • Ability to work well independently as well as part of a team.
  • Thorough understanding and working experience with government and corporate
