About the role

JOB SUMMARY:

The Senior Director of People and Culture Human Resources Business Partnerships provides strategic and operational leadership for CARE USA’s People and Culture Business Partnership function, ensuring that people strategies, organizational structures, and HR services enable CARE to achieve its global mission and strategic priorities. Leading and developing a high-performing team of People and Culture Business Partners, the Senior Director establishes the direction, standards, and service-delivery model for the function while building leadership capability and a strong succession pipeline.

Serving as a trusted advisor to senior executives and organizational leaders, the Senior Director translates business and organizational priorities into integrated workforce, talent, culture, and organizational effectiveness strategies. The role leads the People and Culture response to complex organizational challenges, including workforce planning, organizational design, leadership transitions, employee relations, operating-model changes, and evolving regional and country-office decision-making structures.

The Senior Director plays a critical role in advancing CARE’s transformation and Functional Excellence agenda by strengthening organizational agility, accountability, collaboration, and a consistent employee experience across headquarters, regional, and country-office teams. In close partnership with the HR Transformation function and other People and Culture leaders, the role champions the adoption of modernized HR processes, digital-first practices, global HR systems, and AI-enabled tools while ensuring that transformation initiatives are effectively understood, implemented, and sustained within the business-partnering function.

Through strategic leadership, strong business insight, and enterprise-wide influence, the Senior Director ensures that CARE’s People and Culture Business Partnership function is positioned to anticipate organizational needs, manage risk, develop talent, and deliver responsive, equitable, and mission-aligned people solutions across a complex and globally distributed organization.

RESPONSIBILITIES:

Strategic People and Culture Business Partnership Leadership

  • Establish and execute the enterprise strategy, operating model, service standards, and annual priorities for CARE USA’s People and Culture Business Partnership function, ensuring the model remains responsive, scalable, and aligned with organizational strategy.
  • Serve as the principal People and Culture advisor to senior executives and organizational leaders, providing authoritative counsel on organizational design, workforce planning, talent strategy, leadership effectiveness, culture, and complex people matters.
  • Translate CARE’s strategic and operational priorities into integrated workforce and people plans that strengthen organizational capability, improve performance, and position the organization to meet current and future talent requirements.
  • Lead organizational design and workforce-planning initiatives across functions, regions, and country offices, ensuring structures, roles, spans of control, capabilities, and resource allocation support strategic objectives.
  • Anticipate workforce trends, organizational risks, and emerging capability gaps, and recommend enterprise-level interventions to strengthen organizational resilience, agility, and continuity.
  • Define performance measures and use workforce data, employee insights, and business indicators to evaluate the effectiveness of the business-partnering model and drive continuous improvement.
  • Represent the People and Culture Business Partnership function in executive and cross-functional forums, influencing decisions related to culture, accountability, organizational effectiveness, and operating-model evolution.
  • Advance CARE’s digital-first strategy by embedding agile, data-informed, and technology-enabled practices throughout the business-partnering function and strengthening collaboration across headquarters, regional, and country-office teams.

 

People Leadership, Capability Building and Succession

  • Lead, inspire, and hold accountable a high-performing team of People and Culture Business Partners responsible for delivering consistent, strategic, and client-centered support across CARE USA.
